I am writing to express both my interest and concern regarding the proposal from Puttshack for a rooftop clubbing venue in the Southdale area. While I recognize the importance of fostering economic growth and unique business opportunities in our community, I believe there are crucial elements that warrant your careful consideration before advancing this particular proposal.
First and foremost, the information disseminated about this project to date appears to be lacking in detail. Notably missing are specifics concerning the venue's seasons of operation, security measures, and an impact assessment on the surrounding community. I urge the board to require Puttshack to provide a comprehensive proposal that addresses these gaps.
Furthermore, the proposed venue introduces elements distinct from existing establishments in the area. As stated on Puttshack's own website, their model promotes a clubbing atmosphere, notably different from the primarily family-friendly or laid-back venues currently in the vicinity, such as Cheesecake Factory, Lifetime’s Rooftop, Tavern on France and Lunds/Byerlys. Additionally, the proposed hours of operation (midnight on weeknights and 1am on weekends), is unique and unprecedented in the area. This difference in atmosphere and hours implies unique repercussions for residents in the surrounding areas.
Given these issues, it is incumbent upon the city to conduct a thorough impact analysis prior to granting any permissions. The areas of focus for this impact analysis should at the very least include:
1. Noise: Evaluation of the current noise ordinances and Puttshack's ability to comply with them, along with the development of a complaint protocol and ongoing monitoring procedures by the city.
2. Crime: Examination of potential issues such as drunk driving, public intoxication, and drug use, as well as the potential need for increased police presence.
3. Infrastructure: Assessment of the impact on Southdale's already complicated egress system and on broader traffic patterns, particularly on 66th Street, France York/Xerxes, and adjacent neighborhoods.
4. Operating Hours and Seasons: A closer look at the proposed hours and operational months for the venue.
5. Comparable Venues: Analysis of similar establishments within the Twin Cities area, along with their respective impacts on local neighborhoods.
6. Security Plans: A comprehensive plan from Puttshack detailing their intended security measures.
By conducting a rigorous impact analysis, the board can ensure that any approved development serves the interests of both the business community and the residents of the Southdale community.

Edina is spending too much energy on attracting noisy, cheap, low-end business ventures like this instead of intelligent business development like a high-tech/medical corridor. Something like this belongs downtown where there is already lots of noise, partying and drinking.
A rooftop patio is a great idea! The Southdale mall is really struggling and this could breathe a lot of life into the mall. The Life Time Fitness rooftop is a wonderful amenity. We need more of these in Minnesota where we are forced indoors for six months of the year
I think a rooftop patio for entertainment would be fabulous. This rroftop will be far from the closest neighborhodd. There are many outdoor bars and restaurants in Edina and the Twin Cities, and they do not detract from the neighborhood, they add to it. I am thinking of the two brwerey outdorr patios, Lunds and Byerly,s the Station etc. Edina is a fabulous plae to live and the ambience of outdoor cafes and restaurants add to the vitality of our community. Richard Stein, South Cornelia, the proposed business will be Northeast of my home. I understand and accept roof top recreation, as this occurs in Downtown Minneapolis at Brits. I am concerned about the noise generated and how compliance to the noise ordinance will occur. I am also concerned if the proposal is approved, will this establish a precedent for future outdoor-recreational activities with bars, operating during night-time hours? Will more be approved, somewhat close to residential areas?
Susan Lee, 6708 Point Dr. It would be most helpful for City Staff to provide the regulations and context that this project falls within. First, please explain what a Conditional Use permit is. Is it temporary, permanent, only applied on this project or holds for the future property owners as well? Does this project meet all other current City zoning requirements? What other projects in Southdale have received similar approval and have already been built? Was the result positive or negative for those? How will this differ from businesses and restaurants that have outdoor patios at the ground level? What is the City's opinion on the stated patio operating hours? I can't imagine the City would be ok with midnight and 1 am closings on an outdoor patio as stated in the email. Perhaps you could set some initial assumptions and expectations from the City and then let residents weigh in on specifically those, rather us than having to evaluate the entire application, plans, emails and all. Also, many residents are not familiar with reading plans, elevations and site plans. Please let us know what items the City actually wants to hear residents weigh in on.
With the overall mall design, I thought Herbergers was on the southeast side of the building, not the southwest side. In regard to the proposal, how much of Puttshack activities be inside vs outside? I can not read the fine print on the blueprints. Margaret Kinney
Mike Ebnet, although I live west of Cornelia School, I am concerned about the noise. Occasionally, Bloomington has bands at its bandshell at Normandale Lake a distance twice as far as 10 Southdale. I can hear those bands. Having a DJ crank up the music at half the distance will be too noisy. Better to tell them that now and not later. By the way, what is Edina's noise ordinance? Will you enforce it if it means Puttshack will go out of business? Is Puttshack aware of the ordinance?
