2020 Street Reconstruction Projects

Here you will find a general overview of the anticipated 2020 reconstruction projects for the areas of Melody Lake A, Grandview A, and Prospect Knolls A. Please see the project location maps and limits in the documents on the right side of this page. The projects will include complete reconstruction of the roadway pavement and may include spot or complete curb and gutter replacement for neighborhoods that currently have curb and gutter, and new curb and gutter installation for neighborhoods that do not. Additionally, various improvements to the watermain, sanitary sewer and storm sewer systems can be expected.

  • January 7 Council Meeting Update

    At the January 7, 2020 City Council Meeting, staff presented two options to move the project forward and improve the Prospect Knolls A neighborhood infrastructure. After consideration, the Council did not support either option and therefore street reconstruction will not occur in 2020.

    The City Council directed staff to create a task force of residents to study how to pay for street reconstruction. The City Manager and Engineering Director will review this task force request to determine the next course of action.

    At the January 7, 2020 City Council Meeting, staff presented two options to move the project forward and improve the Prospect Knolls A neighborhood infrastructure. After consideration, the Council did not support either option and therefore street reconstruction will not occur in 2020.

    On December 9, 2019, the City Council reviewed the Engineering Study and conducted a public hearing on the Prospect Knolls A Roadway Reconstruction Project. Assessments were estimated at $32,900 and $18,500 per REU for Assessment Districts 1 and 2, respectively. Council heard public testimony from 14 property owners. The primary concern was the amount of the assessments. Council closed the public hearing and tabled a decision until staff had an opportunity to consider other options.

    Option 1: Bid Original Option with Modified Assessments
    Complete project as detailed in the Engineering Study dated November 26, 2019 with modified estimated assessments of $29,300 (~$2,652 per year or ~$221 per month) and $15,000 (~$1,358 per year or ~$113 per month) per REU for Assessment Districts 1 and 2, respectively. Reductions in estimated assessments are related to the following:

    • Reducing contingency in both districts from 15% to 10%: Will require tighter project controls during construction including less conservative estimates for road subgrade soil corrections

    • Adjusting total REUs per district: Assessment District 1 would have one less REU and Assessment District 2 would have one more REU by moving 5812 Lee Valley Road into Assessment District 2.

    Option 2: Reduce Roadway Scope
    Complete project as detailed in the Engineering Study dated November 26, 2019 with modified estimated assessments of $24,500 (~$2,217 per year or ~$185 per month) and $15,000 (~$1,358 per year or ~$113 per month) per REU for Assessment Districts 1 and 2, respectively. Reductions in estimated assessments are related to the following:

    • Building substandard roadways in District 1, as described below:

      1. No new concrete curb and gutter installation
      2. Reclaim the existing asphalt pavement and gravel base
      3. Little to no subgrade preparation
      4. Compact only the reclaim material
      5. Install 4-inches of asphalt pavement
      6. Little to no restoration and driveway removals
      7. Anticipated reduction in life span of streets

    • Reducing contingency in both districts from 15% to 10%: Will require tighter project controls during construction including less conservative estimates for road subgrade soil correction

    On November 19, 2019 City Council approved a resolution canceling the 2020 Melody Lake A and Grandview A Reconstruction Public Hearing. The project has been postponed until 2021 to align with the Melody Lake B and Birchcrest C Neighborhood Roadway reconstruction.

    Staff has received feedback from a number of residents concerned with back to back reconstructions in the Melody Lake Neighborhood and residents have requested to push the project out to coincide with the 2021 Melody Lake B and Birchcrest C Neighborhood Roadway Reconstruction. Staff is advising council to cancel the 2020 Melody Lake A & Grandview A Public Hearing, scheduled for December 9, 2019, and is recommending to postpone reconstruction until 2021.

    Prospect Knolls A Neighborhood Roadway Reconstruction

    The estimated assessments per REU have changed since the neighborhood informational meeting on August 12, 2019. This is due to a letter report providing a preliminary opinion of market benefit for similar properties in the neighborhood. The neighborhood has also been divided into two Assessment Districts which are detailed in the public hearing notice mailed to residents on November 20, 2019.
