Project Update - Bids Sought for Preliminary Engineering (30% Design)

At the August 19, 2025 City Council Meeting, council directly staff to continue analyzing the feasibility of the France Avenue Pedestrian Crossing / Underpass. They were specifically interested in better understanding how much the project may cost, how it may be funded and how it will mesh with the adjacent development projects. Staff has issued a Request for Proposal to continue the study on both of those topics. Any firm is welcome to propose on the work. A staff committee will score the proposals received and seek council direction at a future council meeting in 2025. The project has not been approved for construction.
