Hello, I see the HTF is reviewing their draft plan at the 9/16 meeting but didn't see the draft plan on their agenda on the city site. Is this draft plan available to review? Thank you!

Scott Busyn asked 3 months ago

The Draft Plan is in its very, very early stages and would not may sense at this point.  We will post a draft once it is further along with complete sentences rather than disparate comments.

What specifically is the scope of the housing needs study/market analysis that was commissioned a while back? Has the consultant provided a draft or final report or findings? If not, when is it expected? Thanks.

Maxfield Research & Consulting was asked to conduct a comprehensive Housing Market Analysis that projects housing demand from 2020 to 2040.  The Study will also provide recommendations on the amount and type of housing for Edina that could be built to satisfy housing needs from 2020 to 2040.  Specifically, The study will examine and analyze growth trends, demographic characteristics and economic factors, current housing market conditions (owned and rental formats) and determine the potential demand to support additional housing products in the City and recommendations for housing strategies to maintain and sustain the existing housing stock.

Maxfield presented information on the draft report at the January 29, 2020 Housing Strategy Task Force meeting.  The final report is expected by the end of February and will be posted once finalized.

What was the mayor's role in Janna Flisrand joining the consultant team? Was the mayor's interest in having Ms. Flisrand on the consultant team known to staff before staff proposed recommending the council approve the team's proposal?

    jkj966 asked 9 months ago

The Task Force made a recommendation to Council, that the entire City Council approved. They mayor had no role in the selection of the consultant, other than voting on the recommendation at the council meeting.  Jana Flisrand is a subcontractor, hired by “Moxie Consulting, LLC”.  Staff is not aware of any interest on the Mayor’s part.

If there is a google drive for task force members that holds documents that includes materials that are referenced in meetings or inform meeting discussions, could those materials be posted here, or the google drive made public so that the public can follow along with the task force's work?

    jkj966 asked 9 months ago

The Google Drive consists of any resources found including external newspaper articles, periodicals, examples from other cities, etc.  There are also copies of some materials that have already been shared publicly, such as the draft work plan and the presentation to the task force.  We will have to look at what would be required, and what is practical,  for us to share this publicly as there are 100s of items.

We will have someone look into this as soon as we are able to, but  I cannot promise how soon that will be due to COVID-19. IT’s current priority is setting up remote work and ensuring continuation of emergency services.
