This proposal received preliminary rezoning approval the City Council on October 6, 2022.

United Properties and Jester Concepts are proposing to re-develop the 3.3-acre vacant site old public work site at 5146 Eden Avenue. As proposed, at full build out, the site would include:

  • A 6-1/2-story, 86-unit senior cooperative project (owner occupied) with underground parking. (Applewood Pointe Cooperative) Ten percent (10%) of the units would be for affordable housing (9 units).
  • A two-story, 13,500 square foot 347 seat restaurant with 31 surface parking stalls. Additional parking would rely on the public Jerry’s parking ramp to the west.
  • A 31,643 square foot green space/public plaza area with pedestrian walkways to a bridge that would connect the Jerry’s parking ramp.

To accommodate the request the following is required:

  • A Rezoning from PID, Planned Industrial District to PUD, Planned Unit Development. Flexibility would be requested through the PUD Ordinance to vary from setback, building height, parking, and floor area ratio (FAR) requirements. The PUD Zoning is also used to ensure the affordable housing on the site.

What is the status of the Applewood Pointe project at 5146 Eden Ave?

Bill Franke asked 10 months ago

The Applewood Pointe project is not moving ahead. Due to high construction and high interest costs, United Properties terminated their agreement to purchase the property in Fall 2023. The Edina Housing & Redevelopment Authority intends to find a new housing developer to replace United Properties later this year. The new developer should be able to deliver ownership housing, although a combination of ownership and rental may also be acceptable to the HRA. Eventually, the new housing will complement a new restaurant and new park intended for the remainder of the 3-acre vacant site.  After a new developer is selected, an updated site plan is anticipated to be reviewed using the City’s standard rezoning and site plan review processes.- Bill Neuendorf, Economic Development Manager
