This proposal received preliminary rezoning approval the City Council on October 6, 2022.


United Properties and Jester Concepts are proposing to re-develop the 3.3-acre vacant site old public work site at 5146 Eden Avenue. As proposed, at full build out, the site would include:

  • A 6-1/2-story, 86-unit senior cooperative project (owner occupied) with underground parking. (Applewood Pointe Cooperative) Ten percent (10%) of the units would be for affordable housing (9 units).
  • A two-story, 13,500 square foot 347 seat restaurant with 31 surface parking stalls. Additional parking would rely on the public Jerry’s parking ramp to the west.
  • A 31,643 square foot green space/public plaza area with pedestrian walkways to a bridge that would connect the Jerry’s parking ramp.

To accommodate the request the following is required:

  • A Rezoning from PID, Planned Industrial District to PUD, Planned Unit Development. Flexibility would be requested through the PUD Ordinance to vary from setback, building height, parking, and floor area ratio (FAR) requirements. The PUD Zoning is also used to ensure the affordable housing on the site.
