West 58th Street Reconstruction

The 58th Street Reconstruction project will be between Wooddale Ave and Xerxes Ave.

The West 58th Street portion of the project includes complete reconstruction of the roadway pavement, full installation of concrete curb and gutter, partial replacement of watermain and full replacement of water services, improvements to the sanitary sewer and storm sewer systems, traffic signal replacement at France Avenue, and construction of a 5-foot concrete sidewalk on the north side and an 6-foot concrete concrete sidewalk on the south side.

The France Avenue portion of the project between West 58th Street and Minnehaha Creek includes partial reconstruction of the roadway pavement, partial replacement of concrete curb and gutter, full replacement of watermain and water services, improvements to the storm sewer system, traffic signal replacement at West 58th Street, and construction of a 5-foot concrete sidewalk on the east side of France Avenue between West 57th and West 58th Sts.

    The contractor continued traffic signal work during the week of May 3. The contractor anticipates continuing non-traffic signal work during the week of May 10 and completing the project by the end of May 2021. See additional details below.

    Traffic Signal

    Traffic signal poles, mast arms and pedestrian push buttons were installed. Following review by Hennepin County and electrical activation by Xcel Energy, the traffic signals can be turned on. Traffic signals are anticipated to be operational by mid-May.

    Remaining Work

    Weather dependent, the contractor anticipates continuing work on the following items during the week of May 10.

    • Landscaping and tree plantings
    • Irrigation system repairs
    • Natural stone retaining wall
    • Remaining topsoil installation and fine grading

    The contractor continued traffic signal work during the week of April 26. The contractor anticipates resuming non-traffic signal work during the week of May 3 and completing the project by the end of May 2021. See additional details below.

    Traffic Signal

    Traffic signal poles and mast arms were installed. During the week of May 3, the contractor is scheduled to install the pedestrian push buttons.

    Following review by Hennepin County and electrical activation by Xcel Energy, the traffic signals can be turned on. Traffic signals are anticipated to be operational by mid-May.

    Remaining Work

    Concrete warranty work began. Weather dependent, the contractor anticipates beginning work on the following items during the week of May 3.

    Traffic Signal

    During the week of April 26, the contractor is scheduled to:

    • Install concrete curb and gutter and sidewalks
    • Complete the signal cabinet and underground electrical work
    • Install the traffic signal poles, mast arms, heads and pedestrian push buttons

    Following review by Hennepin County and electrical activation by Xcel Energy, the traffic signals can be turned on. Traffic signals are anticipated to be operational by mid-May.

    The contractor resumed traffic signal work during the week of April 12. The contractor anticipates resuming non-traffic signal work during the week of April 19 and completing the project by the end of May 2021. See additional details below.

    Traffic Signal

    • Concrete removals began.
    • Concrete foundations were poured for 2 signals and the signal cabinet
    • Xcel Energy relocated utilities conflicting with a signal foundation
    • During the week of April 19, another signal concrete foundation will be poured, as well as installation of the signal cabinet and underground electrical work.
    • During the week of April 26, installation of the signal poles, mast arms and signal heads will occur.
    • Following review by Hennepin County and electrical activation by Xcel Energy, the traffic signals can be turned on.
    • Traffic signals are anticipated to be operational early to mid-May.
    • The contractor anticipates 1-2 weeks of concrete restoration at the intersection.

    Remaining Work

    Weather dependent, the contractor anticipates beginning work on the following items during the week of April 19.

    • Landscaping and tree plantings
    • Remaining topsoil installation and fine grading

    The contractor will resume traffic signal work during the week of April 12 and non-traffic signal work during the week of April 19. The contractor anticipates completing the project by the end of May 2021. See additional details below.

    Due to the recent wet weather, removals associated with the traffic signal have been rescheduled to the week of April 12. The contractor anticipates 3 weeks of signal work and 1-2 weeks of concrete and restoration work in the intersection.

  • France Avenue Signal - Construction Schedule

    Traffic signal related construction at West 58th Street and France Avenue is scheduled to begin during the week of April 5. Hennepin County approved the updated plans for the work and Xcel Energy is scheduled to relocate some of their conflicting private utilities on April 1. Some additional notes:

    • No road closures are anticipated.
    • Expect France Avenue temporary lane shifts beginning the week of March 29 until the signal work is complete.
    • The contractor anticipates 3 weeks of signal work and 1-2 weeks of concrete and restoration work in the intersection.

  • Private Utility Repair Near Philbrook Lane

    We received a message from CenturyLink about a communications outage near West 58th Street and Philbrook Lane that may require patching the new street. The following paragraph explains how the city works with private utilities.

    The summer before construction, the City contacts all the private utilities to suggest NOW may be the best time to replace aged infrastructure. With the exception of CenterPoint Energy gas, the private utility companies often do not take advantage of the opportunity to replace their infrastructure before street reconstruction. As most of you have experienced, excavation and compaction relating to reconstructing streets and utilities creates vibrations. In some cases the private infrastructure is so old and brittle that it can’t handle typical construction operations. And in some cases, the infrastructure fails after the project. In all cases, the private utility companies have the ability to fix their infrastructure on their schedule. All the private utility companies understand the City’s standards for patching new streets. The City would prefer the private utility companies replace all their infrastructure prior to our projects but the City cannot require that to happen.

  • France Avenue Traffic Signal Update

    We understand the lack of the traffic signal at West 58th Street has been very inconvenient and less safe. The City's contractor is on standby to begin installation of the traffic signals as soon as Hennepin County completes review and approval of the revised final design. Once approvals are received, the City will notify the contractor. Our hope is that the contractor can start soon thereafter with this work. In the meantime, please continue to use the pedestrian flashers if you choose to walk or bike cross France Avenue. And please be patient when entering or crossing France Avenue by car.

  • Construction Concludes for 2020
