West 58th Street Reconstruction

The 58th Street Reconstruction project will be between Wooddale Ave and Xerxes Ave.

The West 58th Street portion of the project includes complete reconstruction of the roadway pavement, full installation of concrete curb and gutter, partial replacement of watermain and full replacement of water services, improvements to the sanitary sewer and storm sewer systems, traffic signal replacement at France Avenue, and construction of a 5-foot concrete sidewalk on the north side and an 6-foot concrete concrete sidewalk on the south side.

The France Avenue portion of the project between West 58th Street and Minnehaha Creek includes partial reconstruction of the roadway pavement, partial replacement of concrete curb and gutter, full replacement of watermain and water services, improvements to the storm sewer system, traffic signal replacement at West 58th Street, and construction of a 5-foot concrete sidewalk on the east side of France Avenue between West 57th and West 58th Sts.

    CenterPoint Energy will be extending the West 58th St road closure. Starting at 7:00 am, Tuesday, April 14, West 58th St will be closed from Wooddale Ave to France Ave. Local access will remain open to residents that live within the closure. The posted detour will remain along West 54th Street.

    At the April 7 City Council Meeting, the Council awarded a contract to Park Construction. Park Construction was the low of 5 bidders. The bid amount aligned well with the estimated costs provided in the Preliminary Engineering Study. There was also a discussion about the widths of sidewalks and boulevards on both the north and south side of the street. The Council accepted a minor modification to the design as part of the contract award. The modification changed the south sidewalk from 8-ft wide to 6-ft wide and it increased the boulevard width on the north side from 2-ft to 2.5-ft.     Please see the following updates relating to the CenterPoint Energy gas main construction replacement project.

    1. CenterPoint Energy crews will not be entering homes. CenterPoint Energy's contractor Michels will not be entering homes.
    2. Gas service line work will occur at a later date when it is deemed safe to enter homes.
    3. Installation of a 12” steel gas main is occurring along the north side of the W. 58th Street right of way. The work started at Wooddale Ave. and will continue to the east.
    4. This work is occurring to replace old gas infrastructure prior to the 58th Street Reconstruction Project.
    5. City staff are onsite only to ensure the gas main is not placed in the way of our future infrastructure.
    6. In a few weeks following the installation of steel gas mains, crews will install plastic mains along each W. 58th Street intersecting street.

Residents of Oaklawn Avenue and those with driveways within the closure will have access from Philbrook Lane and West 58th Street.

    CenterPoint Energy has suspended all gas service work to avoid the need to enter into resident homes. They are moving forward with the gas main work.

    The West 58th Street plans and specifications are complete. We’re planning to continue moving forward with construction of the project. Please see the following project milestones below.

    • April 7 – City Council authorizes construction
    • Early / Mid-April - CenterPoint Energy begins gas main replacement (separate project in conjunction with the West 58th Street project)
    • Late April – Construction begins
    • Oct. 2020 – Construction concludes

    Due to COVID-19 precautions, we are evaluating potential formats to conduct a resident construction kickoff meeting prior to construction.

    During the January 22nd Council Meeting, the City Council approved the recommendation to continue with the July 16th, 2019 Council Approved Option for West 58th Street. Recall, this option has a 5-ft wide sidewalk with a 2-ft wide boulevard on the north side and an 8-ft wide sidewalk on the south side.

    The public engagement stage of this project is now complete. We will post additional updates as warranted. If you have specific questions, please contact the Engineering Department.

    Staff has completed the collection of feedback from residents in regards to the design of sidewalks on W 58th Street. We received approximately 50 responses from residents between December 9, 2019 and January 13, 2020. The Edina Transporatation Commission (ETC) has also drafted an advisory communication in support of the July 16, 2019 Council approved option.

    Staff will be presenting its report during the January 22, 2020 Council meeting and will be recommending the July 16th, 2019 Council Approved Option to the City Council for approval. This recommendation is supported by the ETC, the Pedestrian and Bicycle Master Plan, the...

Proceeding with this option will keep the project timeline on track, as staff began design work in July 2019 following the initial approval.

    Just a reminder regarding postcard that was sent out: a feedback form is now available for residents to provide comments on 4 designs for the layout of W 58th Street. The form can be completed by clicking here. The comment period will be open until January 10th. Staff will be taking all feedback into consideration and presenting a final design option to council at the January 22nd Council meeting.

    At the Dec. 9 City Council meeting, the Council considered the project elements detailed in the preliminary engineering report. A copy of the report is in the document library on the Better Together Edina website. 7 property owners testified during the public hearing. Some residents suggested changes to the size and location of sidewalks from the July 16 Council-approved option. Recall the Council approved a street layout with a 5-ft wide sidewalk with a 2-ft boulevard on the north side and an 8-ft wide sidewalk on the south side. At the conclusion of the discussion, Council approved the financing and ...

    At the Dec. 9 City Council meeting, the Council considered the project elements detailed in the preliminary engineering report. Some residents suggested changes to the size and location of sidewalks from the July 16 Council-approved option. Recall the Council approved a street layout with a 5-ft wide sidewalk with a 2-ft boulevard on the north side and an 8-ft wide sidewalk on the south side. At the conclusion of the discussion, Council approved the financing and utility portions of the project but directed staff to get more feedback from adjacent property owners on sidewalks.

    Since the July 16 meeting, approximately 20 individual meetings have occurred with residents along West 58th Street. Since minimal comments were received about the wide sidewalk on the south side and with 14 fewer driveways on the south side, staff created Alternative D for feedback. Also from those individual meetings came a question about distances from primary structures or houses (not garages) to the new sidewalks. With the Council-approved plan, 8 houses are located 14-ft or less from the new sidewalks. 4 are located on the north side and 4 are located on the south side. The closest house is at the intersection with France Avenue.

    We are looking for more feedback on the following options.

    1. Alternate A (36-ft wide w/ 3-ft of flexibility)
    2. July 16 Council-Approved Option (37-ft wide w/ 1-ft of flexibility)
    3. Resident Suggestion (36-ft wide w/ 2-ft of flexibility)
    4. Alternate D (36-ft wide w/ 3-ft of flexibility)
