Overview

The purpose of this project is to draft an area plan for the Cahill District of Edina that will guide future development of the district. The area is roughly 380 acres in size; land uses include manufacturing, multi-family residential, processing, warehousing, office uses, athletic facilities, tap room, schools, and religious institutions. The site is bounded by West 70th Street to the north, Cahill Road to the west, Highway 100 to the east, and the municipal boundary to the City of Bloomington directly south of the project area. The area is bounded by multi-family to the west and north with some single and double dwelling units north of 70th Street. The buildings in this area are generally older and have experienced limited remodeling or renovation with some remodeling of existing structures over the last 10-15 years for new tenant spaces.

The City completed the Small Area Plan for the 70th & Cahill Neighborhood Node in January of 2019. An outcome of that plan was identifying the need to further study the entire Cahill District business/industrial park to determine how best to revitalize the area. The City has also received several development proposals for multi-family residential on property guided for industrial or office; however, infrastructure capacity currently limits the residential growth potential in this area.

    The city has existing policies in place for when to use financial assistance.  This Cahill plan will identify the type of development that is desired for the area and may speak generally about the types of projects where financial assistance would be considered.  Therefore, the Cahill plan will help guide those decisions in the future.  Please let me know if you have any further questions.

    One of the objectives of this plan is to determine whether additional housing is appropriate within the Cahill District, and if so, where.  The Working Group has heard through previous stakeholder engagement some desire for more housing. Several potential land use scenarios have been developed and will be presented to the public at the February 21 work shop.  Each of the scenarios includes some amount of mixed use where housing would be allowed. While the city cannot require affordability in all instances, the city's affordable housing policy requires a percentage of new units be affordable when financial assistance is provided by the city or when zoning flexibility is granted through a planned unit development.

    Thanks for your interest in the Cahill District Plan.  The City will soon be issuing a request for proposals to hire a consultant to assist with the project. Additional opportunities for engagement will be available once the consultant is hired, which is anticipated to be in March. There are a couple of discussion questions and a map activity on Better Together Edina that are available now if you have not already done those. CP/KCS has directed Hennepin county that their replacement of the 50th/Vernon bridge must allow for a second rail line. They also own a siding rail on the west side , with two additional half circle siding lines on the east side (track removed) that could be used for shunting engines. This area could end up being a key rail yard in the new CP/KCS inter-continental system between Canada and Mexico allowing CP/KCS to bypass Chicago.     Thank you for your interest in the Cahill District Plan.  Discussions around future use of the railway have not taken place yet; however, we anticipate they will be part of this process and we will seek to engage with the railroad.     Thanks for the question on changing the service level of the sanitary sewer system near the Cahill Area. Any changes to the sanitary sewer system are funded by a combination of utility rates to existing users and sewer access charges for new users. When new users or higher density is created on a site, they are required to pay fees to cover the difference in the existing use compared to the proposed use on both the sanitary sewer and water systems. There has been a big crime spike since the low-income housing went in--like at Amundson Flats and Oak Glen. That will only get worse with more low-income units added. 1. When will the Amundson Flats crime spike be addressed? There were no area break-ins before Amundson Flats opened. Lots of people loitering now in the area compared to before. 2. When will the trash dumping at Amundson Flats be addressed?     Hello, I connected with several departments related to your questions. See responses below.

    1. When will the Amundson Flats crime spike be addressed?

    The Edina Police Department has received a higher number of calls to the Cahill area than in recent history. We are following up on all leads as we investigate and are making progress in these cases. We have increased patrols and assigned someone to work with businesses in the area on crime prevention tactics.

     While more people living or working in an area may lead to more calls for service, it is unfair to suggest affordable housing brings more crime to an area. Call levels are consistent with similar areas of the city and crime is generally up in the metro area. See an interactive Edina crime map online at https://www.edinamn.gov/326/Crime-Reports-Map.

    2. When will the trash dumping at Amundson Flats be addressed?

    City staff has looked into the garbage collection containers. Staff has not been aware of any further issues or complaints.
