This public hearing will not be taking place at the Nov 17, 2021 Planning Commission meeting.

The school district is not ready to proceed, and staff will re-notify the neighborhood when they are ready to proceed.



Edina Public Schools are requesting a conditional use permit to expand the parking lot at Countryside Elementary School, at 5701 Benton Avenue, to separate bus and student drop off traffic.

    Students crossing Tracy safely is already a problemĀ at Countryside Road and Tracy Ave. Now all the cars in the lot will have to exit there too? What improvements are planned at the top and bottom of the hill for pedestrian safety? Do you have a pll lmk am for eliminating increased traffic on countryside?

    Thanks for the comments and questions. To recap the project, the new driveway will only be for buses and staff. Parent drop-offs will continue off of Benton Ave. Staff believes the timing of student crossings compared to staff entering and exiting the site will be different and thus not create additional issues for crossing of Tracy. If the project is implemented, city staff can monitor the amount of crossings of Tracy at the crosswalk to determine if pedestrian flashers are warranted to add extra notification of crossings. Staff feels there is adequate sight lines of the crosswalk today. The project will not change those sightlines. The school may also consider crossing guards to assist with crossings. -Cary Teague, Community Development Director

    Will the exit be a one way road or can cars enter via countryside? Why does the plan not include a fix for the awkward three way intersection at benson? Why is the outlet from school not aimed towards Benton since that is the Main Street for traffic, not countryside. Left hand turns up the hill will be a disaster

    Thanks for the comments and questions. To recap the project, the new driveway will only be for buses and staff. Parent drop-offs will continue off of Benton Ave. The south exit onto Tracy Avenue will not be a one way exit. Staff and buses will be able to enter and exit from both Tracy Ave and Countryside Rd. The application does not require larger infrastructure improvements related to the streets around the school. As an FYI, staff proposed a fix to the awkward intersection at Benton in 2011. The plans were not supported by the neighborhood and ultimately rejected. The exit can’t be aligned with Benton because of the lack of space within the intersection. Staff has reviewed the left hand turn movements on Tracy Avenue and feel there is adequate sight lines. Thanks -Cary Teague, Community Development Director
