This project, scheduled for construction in 2021, includes:

  • Complete reconstruction of the pavement
  • New concrete curb and gutter on streets that currently do not have curb and gutter and spot or full replacement of curb and gutter on all other streets
  • Improvements to the watermain, sanitary sewer, and storm sewer systems
  • Construction of a 5-foot boulevard-style concrete sidewalk along Beard Avenue between West 54th Street and Minnehaha Creek.
  • A preliminary assessment amount of $15,300 per REU (Dec. 2020)
  • A revised preliminary assessment amount of $12,100 per REU (Assess Policy Revision Jul 2021)

The City of Edina is coordinating West 54th Street improvements with the City of Minneapolis.

  • Construction Update 9/24/2021

    Phase 1 (West 55th Street, Beard Avenue (south half), Beard Court, Drew Avenue (south half) and Ewing Circle

    • Preparing the boulevards for topsoil placement, including removing debris and soils to a 6" depth, and any grading required to blend the boulevards into the curb began on 9/24 and is scheduled to continue during the week of 9/27.
    • Irrigation system repairs began on 9/24 and are scheduled to continue the week of 9/27
    • Topsoil installation will begin after the boulevard preparation and irrigation system repairs are complete.


    Phase 2 (West 54th Street, Abbott Place, Beard Avenue (north half), Drew Avenue (north half) and Fuller Street

    • Storm sewer installation is anticipated to be complete on Fuller Street on 9/24. Storm sewer work is scheduled to continue during the week of 9/27 on W 54th St and Abbott Pl. Lane and / or road closures are anticipated on W. 54th St. Expect limited access to other Phase 2 roads and driveways for short periods. The contractor will knock on your front door to notify you of the driveway access restrictions.
    • Roadway excavation is scheduled to begin later during the week of 9/27. The contractor will remove at least 1 foot of soil below the current road surface for the full width of the street to install the gravel base and confirm the soils are stable enough to support vehicular traffic. During this work, you can expect periodic loss of access to your driveways for up to an hour. If you need immediate access, please wave to one of the contractors to get their attention and they can accommodate.

    US Internet plans to install fiber optic lines in the City right of way beginning in October. More details can be found here.


    Parking restrictions remain in effect for Phase 1 and 2. There is No Parking from the hours of 7 AM to 9 PM or until the contractor has noticeably left for the day. Please remember these schedules are weather-dependent and are subject to change

  • W 54th Street Road Closure - 9/23/21

    West 54th Street will be closed between France Avenue and Beard Avenue on 9/23 from 7 AM to 6 PM for utility improvements. France Avenue can be accessed via West 53rd Street or Fuller Street.

    Phase 1 (West 55th Street, Beard Avenue (south half), Beard Court, Drew Avenue (south half) and Ewing Circle

    • Asphalt driveway paving is complete.
    • Watermain improvements on W. 55th St adjacent to the France Ave intersection are complete.
    • Preparing the boulevards for topsoil placement, including removing debris and soils to a 6" depth, and any grading required to blend the boulevards into the curb is rescheduled to the week of 9/20.
    • Irrigation system repairs are anticipated to start the week of 9/20.


    Phase 2 (West 54th Street, Abbott Place, Beard Avenue (north half), Drew Avenue (north half) and Fuller Street

    • Storm installation and sanitary sewer manhole replacement is scheduled to continue during the week of 9/20. Lane and / or road closures are anticipated on W. 54th St. Expect limited access to other Phase 2 roads and driveways for short periods. The contractor will knock on your front door to notify you of the driveway access restrictions.
    • Watermain improvements on Fuller St adjacent to the France Avenue intersection and partial watermain improvements on Abbott Place are complete.
    • Water service replacements are scheduled to be complete by 9/17.

    • The first layer of asphalt paving is complete.
    • Asphalt driveway preparation is scheduled to occur on 9/11 and pavement installation on 9/13.
    • Preparing the boulevards for topsoil placement, including removing debris and soils to a 6" depth, and any grading required to blend the boulevards into the curb is anticipated to begin on 9/11.
    • Topsoil placement is scheduled to begin end of week during the week of 9/13.
    • Watermain improvements on W. 55th St adjacent to the France Ave intersection are scheduled to occur on 9/14. Please check your front door frequently for time sensitive water shutoff notices.


    Phase 2 (West 54th Street, Abbott Place, Beard Avenue (north half), Drew Avenue (north half) and Fuller Street

    • Sanitary sewer manhole replacements are scheduled to continue during the week of 9/13. At select locations, you can expect limited access to your driveway for short periods while the contractor replaces the manholes. The contractor will knock on your front door to notify you of the driveway access restriction.
    • Water service replacement and storm sewer installation is scheduled to continue during the week of 9/13. Expect water shutoff and limited access to some roads and driveways for short periods. The contractor will knock on your front door to notify you of the temporary water shutoff and driveway access restrictions.
    • Watermain improvements on Fuller St adjacent to the France Avenue intersection are scheduled to occur on 9/14. Partial watermain improvements on Abbott Place are scheduled to occur on 9/16. Please check your front door frequently for time sensitive water shutoff notices.

  • Emergency Water Shutoff on Fuller Street - 9/7/2021

    Problems with a water service replacement require an emergency water shutoff this morning. The contractor is working as quickly as possible to restore water service, but it’s anticipated that the shutdown will last until 11 AM. Affected streets include Fuller Street between Drew and Beard Avenues.

    Phase 1

    • Installation of concrete aprons and driveways is complete. Expect access to your driveways on or before Saturday 9/4.

    • Asphalt pavement reclamation is scheduled to occur mid week during the week of 9/6. This process grinds up the pavement and gravel underneath the road to produce a suitable recycled material to use as a temporary driving surface.
    • Replacement of deteriorating sanitary sewer manholes is scheduled to begin during the week of 9/6. At select locations, you can expect limited access to your driveway for short periods while the contractor replaces the manholes. The contractor will knock on your front door to notify you of the driveway access restriction.
    • Watermain service installation and storm sewer installation is scheduled to begin during the week of 9/6. Expect water shutoff and limited access to some roads and driveways for short periods. The contractor will knock on your front door to notify you of the temporary water shutoff and driveway access restrictions.
    • Mail delivery for Abbott Place residents to a temporary cluster box located on W 54th St between Beard Avenue and Abbott Place is scheduled to begin on Tuesday 9/7. Please check your mail for this important notice from the post office for more details.

    Phase 1

    • Curb and gutter installation is complete.
    • Installation of concrete aprons and driveways is scheduled to begin during the week of 8/30, weather permitting. As the notice delivered to your door states, expect loss of access to your driveways for 5 days while the concrete gains strength.

    • Sanitary sewer lining is scheduled to begin on Friday 8/27/2021 on W 54th Street .
    • Sanitary sewer lining on Abbott Place, Fuller Street , Beard Avenue and W 55th St will continue during the week of 8/30/2021.

  • Assessment Update

    The City Council formally approved the revised Assessment Policy on 7/21/21. The policy includes a 21.1% assessment reduction in year 1. Therefore, the revised estimated assessment amount for Creek Knoll A and B is $12,072 per Residential Equivalent Unit.

    The cost of replacing poor soil under the proposed gravel base and installing public retaining walls has also been removed from the assessment amount. The year 1 reduction of 21.1% was the average for poor soil replacement and public retaining walls over the past 10-years of street reconstruction projects. The final Creek Knoll A and B assessment amount will be determined in fall 2022 after construction concludes and all project costs are summarized.
