Eden, Arcadia, and Brookside Avenues Street Reconstruction

The project would include the reconstruction of Eden Avenue from Grandview Square to Highway 100 including a roundabout at Arcadia Ave, replacement of existing concrete curb and gutter except adjacent to the Avidor, installation of new concrete curb and gutter, construction of new concrete sidewalks on the north side except adjacent to the Avidor and a shared-use path on the south side. It also includes improvement to the sanitary sewer, watermain, storm sewer, and street lighting systems. Street improvements will also be completed along Brookside Avenue from Eden Avenue to the Grandview Parking Ramp. These include concrete curb and gutter, utility improvements, street lighting, and bituminous paving.

The project is scheduled for two phases over 2021 and 2022. The west half from Grandview Square to approximately Brookside Ave will be constructed in 2021. The east half from Brookside Avenue to Highway 100 will be constructed in 2022.

    City staff continues to meet with the contractor to discuss schedules. Recall the project experienced a last minute, unknown electric power conflict. The utility company has been working on a relocation but due to staffing, workload and storm issues in the Midwest, they have only been onsite on a part time basis. The issue will be addressed soon but it has not confirmed yet that the old power line is dead. Until confirmation is received that it is safe to work, the project is on hold. Unfortunately, due to this conflict, the project lost 4-5 weeks of production time. This pushes the completion date to early to mid-October. This was not our original plan and the project team is sorry.

    Public utility work has continued the last two weeks. All new water main on Eden Ave has been installed and crews recently completed the installation of the new underground stormwater management system located just east of Normandale Road. Unfortunately, work on site will slow over the next few weeks due to unforeseen private utility conflicts preventing any additional water main or storm sewer construction. The City, engineering consultant, and contractor are diligently working with private utility representatives to resolve these conflicts and schedule relocations as soon as possible that will allow construction to resume. It appears at this time that these relocations will not take place until early July, however. The contractor's crews have left the site and will return as soon as the private utility relocations are complete. All existing traffic control will remain in place during the downtime and the contractor will be checking it daily to ensure the project area remains closed off to the traveling public.

    Good progress has been made in the last two weeks since the closure of the Eden Ave and Arcadia Ave intersection. All sanitary sewer and water main between TH 100 and Brookside Ave has now been completed. Work has also begun on the new sanitary sewer force main, which will connect into the new lift station and extend to the north along Arcadia Ave.


    During the overnight hours Thursday night into Friday morning, crews will work to connect the new force main into the existing force main. This work is required to be completed overnight because that is the time of the lowest flows in the system.


    Looking to the week ahead, construction will begin on the underground stormwater detention system (located in the southeast quadrant of the Eden Ave / Arcadia Ave intersection) and the retaining wall along the south and west property lines of the 5100 Eden property.

    The Contractor will be finishing up the last of the public utility work under the railroad bridge in the next couple of days and getting the temporary access to Our Lady of Grace put back together with gravel surfacing. However, the schedule has changed slightly from last week.

    Pending weather the remainder of the week, the plan is to close Normandale Rd south of the intersection of Eden Ave and Arcadia Ave to all traffic beginning on Monday morning, May 16. Eden Ave will continue to be closed between Brookside Ave and Our Lady of Grace. Access will remain to Our Lady of Grace from the east only as is currently in place. However, parents who currently use Normandale Rd/the W Frontage Rd to get to Eden Ave will be guided via signs across Highway 100 at Benton Ave and then north on the E Frontage Rd. Refer to the attached map.

    Then, on Wednesday, May 18, the remainder of the Eden Ave and Arcadia Ave intersection will be closed to all traffic. All access to Our Lady of Grace will be via the temporary driveway (as it was earlier this spring) from the west only. This traffic pattern will remain in place through the end of the school year on June 2. The intersection is expected to be closed at least into the month of August.

    The contractor is moving faster than expected on the underground utilities and is ahead of schedule. In order to keep the project moving quickly, these crews will remain on site and working on the underground utilities in the intersection of Eden Ave and Arcadia Ave.


    This means that the intersection will be closed to all traffic beginning on May 16. Both eastbound and westbound through traffic will be detoured via Vernon Ave and 50th St as it has been at various times already this spring. This closure is expected to remain in place for a few months. Updates on the re-opening of the intersection will be provided as work progresses this summer.

    The public utilities through the Our Lady of Grace driveway are expected to be complete tomorrow (May 5). The Contractor plans to change traffic control such that access to Our Lady of Grace (via the permanent driveway location) will be from the east only. This change will occur tomorrow evening after school pick-up has been completed. Traffic from the west will be detoured via Vernon Ave and Arcadia Ave and signage for Our Lady of Grace will be in place. This means that beginning Friday morning (May 6), all access to Our Lady of Grace via Eden Ave will be from the east as it was earlier this spring. Refer to the attached detour map.

    Work is progressing faster than initially anticipated thanks to the favorable weather.

    The contractor is planning to begin removing pavement in the Arcadia Ave intersection and along Normandale Road beginning on Tuesday (May 3) or Wednesday (May 4). This work will be completed outside of Our Lady of Grace School drop off and pick up hours and traffic will be maintained through the intersection during and after this work. The surface will be maintained with gravel.

    Second, the contractor is anticipating to be complete with the public utilities (sanitary sewer, water main, and storm sewer) through the Our Lady of Grace driveway toward the end of next week. On Thursday (May 5) or Friday (May 6), traffic control will be changed over such that access to Our Lady of Grace (via the permanent driveway location) will be from the east only. Traffic from the west will be detoured via Vernon Ave and Arcadia Ave and signage for Our Lady of Grace will be in place.

    Additional information will be posted next week once the specific day for this change in traffic control is known.

    With the drier weather, underground utility work is accelerating on Eden Ave and the contractor is making good progress. Pavement removals are complete and sanitary sewer construction between Arcadia Ave and the Our Lady of Grace driveway is underway. Once sanitary sewer work has advanced to the driveway, the contractor will construct new water main and storm sewer within the same segment.

    Pending weather, the contractor is hoping to be complete with all three new utilities through the driveway by approximately Friday, May 6th. This means that beginning on approximately Monday, May 9th, Eden Ave will be closed to traffic between the railroad bridge and the recently-installed temporary driveway to Our Lady of Grace. Eastbound traffic will be detoured via the route shown in the attached map and signs will be in place for Our Lady of Grace traffic. Westbound thru traffic will continue to be detoured via the currently in-place route on 50th St and Vernon Ave.

    Additional information will be provided as the contractor’s schedule becomes clearer.

    Beginning on Monday, April 25th, construction on Eden Ave will advance to the segment located between Arcadia Ave and the Our Lady of Grace driveway. At this time, the existing roadway pavement within this area will be ground up and some of the material will be used to construct a temporary gravel driveway to Our Lady of Grace. This temporary driveway will be located between the railroad bridge and the current driveway.

    On Monday, April 25th, access to Our Lady of Grace will be maintained via the current driveway from both the east and the west.

    Beginning in the early morning of Tuesday, April 26th, Eden Ave will be closed to all traffic between the current Our Lady of Grace driveway and Arcadia Ave. The intersection of Eden Ave and Arcadia Ave will remain open during this work. Traffic to Our Lady of Grace via Eden Ave from the east will be detoured to 50th St, Vernon Ave, and Eden Ave with access for school drop off and pick up via the temporary gravel driveway. Detour signs (including signs for Our Lady of Grace traffic) will be posted.

    This closure is anticipated to be in place for approximately one month.

  • Eden Ave retaining wall construction

    As many of you may have noticed, construction on Eden Avenue began this week. The next construction activity to occur includes installing a retaining wall along the south side of Eden Ave. In order to provide a safe work space for the contractor, temporary shoring will be installed, which includes vibrating support piles into the ground. While this work is occurring, you may feel some slight vibration. The contractor will monitor the vibration in real time and will stop the work if levels get too high. This work will begin Wednesday, April 20, weather permitting. If it is raining, work will begin on Thursday. During this work, the current traffic shift will remain in place, which ensures that Eden Ave remains open to traffic in both directions.
