This project, scheduled for construction in 2021, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete replacement of watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Construction of a 5-foot concrete sidewalk along
    • Hansen Road between West 60th Street and West 56th Street, and
    • West 56th Street between Hanson Road and Normandale Road
  • A preliminary assessment amount of $17,200 per REU (Apr 2021)
  • A revised preliminary assessment amount of $13,600 per REU (Assess Policy Revision Jul 2021)

1. Is there an independent evaluation that shows the $24,000 assessment will add an equal value to my property? Minnesota law prohibits assessments that do not add an equal value to the property. I cannot believe that anyone could rightfully claim that my home will increase by that much. That study was provided for the Prospect Knolls project. Prospect Knolls home are significantly more valuable that Melody Lake homes. Why are we not given the same study?

2. The Prospect Knolls project was sent back to the engineering department with orders to lower the cost of the project. Was that done for this project?

Looking at the historical costs of similar projects, $24,000 dwarfs those costs. Why have the costs gone up that much? Inflation doesn't cover the cost increases. Are we spending too much on our streets?

3. Why was there not a public meeting to discuss this project? I can see that other city projects warrant virtual public hearings. Why not this project? I know that some residents were invited to a meeting in Summer 2019. They were given a much lower cost number. Why was there no meeting after the project was widened? Are city officials afraid to share the cost?

In 2020, in the middle of a global health pandemic and crisis, how can this city have the gall to tax me $24,200? This is shameful. It should be criminal.
