This project is scheduled for construction in 2023. The work typically includes:

  • Complete reconstruction of the asphalt pavement,
  • Full replacement of concrete curb and gutter is anticipated,
  • Complete replacement of watermain and water services is anticipated,
  • Replacement of fire hydrants and watermain gate valves,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Construction of concrete sidewalks along Kipling Avenue (west side), Monterey Avenue (west side), Inglewood Avenue (south / east side), West 40th Street (south side) as well as Lynn Avenue (east side) and Grimes Avenue where gaps in the sidewalk network exist on the east side.
  • A preliminary assessment amount of $13,800 per Residential Equivalent Unit was approved by the Council at the December 2022 public hearing. This $13,800 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties. Favorable bids were received. If unforeseen changes do not occur during construction, an assessment cost savings of up to 30% could occur.

    The grass boulevard was eliminated and the sidewalk shifted to the curb to protect the mature trees on the west side of Kipling Ave.

    Sorry for the delay.  The contractor is schedule to provide temporary access on Wed. 10/18 until the permanent asphalt driveways are done after the roadway is paved.

    Thanks for your question.  No specific date yet, but the asphalt driveways will be restored soon after the roadway paving is complete.  It's industry standard to pave asphalt driveways after the roadway paving.  Stay tuned for details on this page for updates.

    Thank you for your question.  Yes, Xcel Energy will be reinstalling the street lighting in the project area. The timing of the reinstall will be up to Xcel Energy.

    Thank you for your question.  The contractor estimates that the first layer of paving should be complete by mid-October.  The restoration would likely wrap up at the end of October.

    Thank you for your question.  There will be a 5' concrete sidewalk on the east side of Inglewood Avenue. We will replant trees in late summer / early fall to replace the cluster of trees that were removed near the hydrant.  The cottonwood trees on Avail Academy property will not be replaced.  A retaining wall is not proposed.

    Thanks for your question.   A number of years ago, the entire City was divided into areas based on location, similar pavement ages and plat approval year.  They are then subdivided into smaller areas and capped at 2 miles of street length.   Based on this criteria, the Morningside neighborhood is broken into multiple project areas.  If border streets have the same criteria, the border streets go to the project area that better balances the amount of street length between the two project areas.
