What exactly does "30% Plan" mean?

A 30% design is a milestone in which the major design elements of the project are laid out and baseline scope and timeline are established. This first set of design plans will not have a lot of details - this is an opportunity to get a big picture feel for the project. The design plans will get more detailed and fine-tuned as staff works through 60%, 90%, and eventually 100% design.
