Opus Development Company is proposing is to tear down the existing 38,000 square foot, four-story office building at 5100 Eden Avenue to build a new approximately 112,000 square foot, five-story office building. The new building would potentially include retail space on the ground floor. Opus intends to occupy a portion of the building, which would serve as its corporate headquarters, moving from their current location in Minnetonka. The plan would replace the previous proposal for a 136-unit apartment building that received preliminary PUD approval in 2023.
To accommodate the request, the following is required:
Rezoning from Planned Office District 1 to Planned Commercial District 2
Subdivision approval of a new plat to consolidate seven parcels into one
Site Plan approval
A variance for the following building setbacks:
West (Arcadia): 21 feet where 35 feet is required
North: 4 feet where 25 feet is required
East: 11 feet where 25 feet is required
South: 2 feet where 25 feet is required
A variance to allow surface parking setback 3 feet where 20 feet is required
A variance to allow FAR at 2 where 1.5 is permitted
A variance to allow building height at 81 feet where up to 48 feet is permitted
A variance to allow building facades longer than 200 feet without changing directions by a minimum of 90 degrees
A variance from the requirement that all facades on the first vertical 60 feet of a building shall use natural materials (brick, stone) facing the public realm
A variance to allow a loading facility setback 0 feet where 25 feet is required
A variance to allow a loading facility located on a side of a building facing a residential district
A variance from the screening and setback requirements for a loading facility and utility equipment

There will be two levels of below grade parking, one level at grade, and one level above grade. With the exception of three surface stalls, all other parking is covered or enclosed within the structure. Addison Lewis, Community Development Coordinator
