This variance was approved at the March 10, 2021 Planning On February 7, 2023 City Council approved a zoning ordinance amendment and revised overall development plan, final rezoning, site improvement plan agreement (SIPA), and final site plan review for Phase I.

This project would be developed in two phases. The first phase would be the construction of a five-story 124,620 square foot office building and coffee shop with underground parking at the 7250 France Site. The 7200 site would include a ponding area, sidewalks, green space, landscaping and surface parking where the future building pad would be. Phase 1 has received final approval. Phase 2 would include a similar sized building in height and square footage, with the future use of housing with retail (150 units) or hospitality. Permanent parking for Phase 1 would be required to be included in the Phase 2 development. Phase 2 has not received final approval.

  • Share I attended the Aug. 31st public meeting about the Southdale Library and it was discussed that part of the property will include a section of the Nine Mile Creek trail. I also read this week in the Sun-Current that there is discussion about placing a crossing over France Avenue as part of the Macy's or 7250 France redevelopment. It would make sense to somehow combine these efforts to connect the Nine Mile Creek trail to any crossing as the current path of the trail crosses France near the redevelopment properties. Worth considering would also be a trail branch that somehow connects to a path along Valley View Road to Rosland Park. This would enable a safe way for bikes and pedestrians from all neighborhoods on the west side of France to cross to the Promenade and Centennial Lakes areas. Have these possibilities entered the discussion about a France crossing?     Yes, the objective of a potential Pedestrian Crossing at the 7200/50 and 7235 properties would be to continue the expansion of the off-street bicycle/pedestrian network in Edina. Portions of the 7200/7250 site plan include a 10 ft. wide dual user sidewalk/trail. Other segments of the trail are being built west of France Avenue as opportunities arise.

     

    If a new Pedestrian Crossing is built across France Avenue in the future, access to the Nine Mile Creek Trail would be included and the crossing would be accessible to people of all abilities as required by state and federal laws. Please be aware that the City is only exploring the possibility of an improved France Avenue Pedestrian Crossing and no details have been decided at this time.

    The developer has not explored a tunnel under France. However, they believe that City Engineering did and determined that the amount of infrastructure (gas/water/sewer/fiber/electrical) lines in both the west and east ROW’s along France makes a tunnel physically impossible and cost prohibitive. -Liz Olson, Planning Admin
