On March, 7, 2023 City Council approved Resolution No. 2023-17 for a Preliminary Development Site Plan Review for 5146 Eden Avenue (former Public Works Site).

Unfortunately, the housing developer was unable to secure financing for this site and terminated the purchase contract in October 2023. The property continues to be owned by the Edina Housing & Redevelopment Authority (HRA). The vacant site will be used for construction staging during the 2025 road construction season. In March 2025, the Edina HRA issued a Request for Proposal (RFP) to identify a new buyer/builder for the site. The Edina HRA Board is reviewing the 11 proposals received and is anticipated to select a new development team in summer 2025. The selected team is required to begin a new regulatory review process in 2025/2026. Jester Concepts is requested a Site Plan approval to build a 13,500 square foot restaurant with an outdoor dining area at the old public works site, located at 5146 Eden Avenue. This would be Phase 2 of the redevelopment of the site. Phase 1 will be an 86-unit senior cooperative housing project. The property is zoned PUD, Planned Unit Development.
