What is the source of funding for this work?
The primary source of finding is the sanitary sewer utility fund. These are funds that are paid on your utility bill, based on your metered flow and use of the system. There may also be storm sewer utility fund or special assessment funds for minor portions of this work.
Is it possible that any property specific special assessments might fund this work?
Yes, but only in areas that have not prior been special assessed as part of the neighborhood street reconstruct projects, specifically the eastern sections of segment 1, and segment 2 and 3.
Is it possible that special assessments would be recommended on those parts of the project that were assessed in 2013 as part of the Lake Edina A neighborhood reconstruction?
No, no special assessments will be proposed in areas there were reconstructed in 2013, specifically segment 1 except the far eastern part that was not reconstructed in 2013.
What was done to assess the trunk sewers condition in 2013?
We assessed the condition of the line at the time and noted structural defects in the manholes, rings and castings and difficulty to fully assess the main line due to high flows. The portions of the line we could see were in adequate condition but showed some signs of wear and decay.
What improvements were done to the trunk sewer line in 2013?
We repair and renewed the top 4’ of manholes including, manhole rings, castings and repairing any leaks in the Lake Edina recon area.
For part of segment 1, Why didn’t the City do this work that is contemplated now, in 2013 with the neighborhood reconstruction scope of work?
The current sewer system understanding of condition and level of service for this line was not available in 2013. The condition assessment didn’t reveal information that would require immediate work. Since that time we have conducted comprehensive sewer planning to get a full system understanding of condition, flow and capacity. We also have developed preliminary funding plans that did not exist in 2013 that would have lead to this level of renewal. With the benefit of hindsight, we understand the feeling of regret for not planning these two scopes of work together.
What sort of risk controls do you use for vibration monitoring?
Construction techniques vary, the risk will vary. As we develop options, we will share information about how the proposed options might lead to construction vibration and gather input from the public on those potential impacts to inform our recommendations.
We will also detail our standard practice for vibration monitoring for construction, and any special controls for vibration monitoring that might be needed. We will gather input from the public on these topics and use it to inform our recommendations.
Are private sewer lines at risk from the planned work?
The potential impact to private sewer lines will depend on the construction method chosen, and that may vary by location. As we develop options, we will share information about how the proposed options might affect private sewer lines and gather input from the public on those potential impacts to inform our recommendations.
Who can do private sewer inspection if I want to review my sewer condition ahead of the work?
We can provide further advice as we better understand impacts to private sewer services. The City does not provide recommendations, but can provide a list of contractors that do work in this area.
Would the construction impact the curb and street near me?
The potential impact to the curb and street will depend on the construction method chosen, and that may vary by location. As we develop options, we will share information about how the proposed options might impact the curb, street and other temporary impacts to access to property, and gather input from the public on those potential impacts to inform our recommendations.
