What is the purpose of the York Avenue Trunk Sanitary Sewer Project?
The York Avenue Trunk Sanitary Sewer Project will renew and expand sewer capacity in the Greater Southdale Area to support ongoing redevelopment and future growth outlined in the City’s Comprehensive Plan.
The existing sewer in this area is about 70 years old and currently has limited capacity to accommodate increased wastewater flow. This project addresses both the need to reinvest in aging infrastructure and upgrade the system to handle increased wastewater generated from new, higher-density developments like apartments and condominiums on York Avenue and France Avenue, which produce more wastewater than the previous uses.
Currently, a portion of sewer flows from York travel west at West 69th Street and relies on the trunk line on France. This project will create a more direct route by sending flows straight south to be routed to the West 75th Street meter station. By doing so, it will relieve pressure on the France sewer line, better serve the developments along York and support long-term growth in the Southdale area.
This is a continuation of projects completed in 2017 and 2019. The current phase is under construction in 2025, with future phases tentatively planned for 2027 and 2029.
What work is included in the project, and will the area look any different when it’s finished?
The project includes the design and construction of a new trunk sanitary sewer pipe and manholes in the southbound lanes of York Avenue. It involves replacing about a half-mile of existing 9- to 12-inch pipe with a 27-inch pipe, from the Promenade to West 69th Street. The line will also be extended by about a half block to fully connect with West 69th.

When is construction happening?
The project was approved by the City Council on April 16, 2025, and includes two phases of construction over approximately four months. Major construction began the week of June 9 and is expected to be completed by November 2025.
How will traffic be affected during the project?
Between now and project completion in November, the southbound lanes of York Avenue will be closed in phases between the Promenade and West 69th Street. Drivers should follow the signed detour on France Avenue. Northbound traffic will remain open throughout construction. For pedestrian safety, the sidewalk adjacent to southbound York in the construction area will be closed.
Access to York Plaza Apartments & Condos and local businesses like Target will be maintained throughout construction, though specific routes may shift depending on the phase. Are there any anticipated service disruptions during construction?
There may be occasional, short-term water service disruptions to specific properties during construction. The City will coordinate directly with affected properties and provide advance notice whenever possible. In the event of an emergency shutoff, the City will notify impacted properties as quickly as possible.
How much does the project cost and how is it funded?
This is a Capital Improvement Plan project, funded through the sanitary sewer portion of the City’s Utility Fund. The total cost, including construction, design, materials testing and construction management, is estimated at approximately $3 million.
