Plans are underway to replace the Brook Drive culverts at Nine Mile creek. The existing culverts and stormwater infrastructure has reached the end of its useful life. The project will allow for continued safe drainage of the stormwater runoff to Nine Mile Creek, and conveyance of Nine Mile Creek below Brook Drive. The project also includes improvements to public utilities and stabilization of the creek bank.

  • Planned construction is Summer/Fall 2024
  • The project is funded by the stormwater utility fund, there is no special assessed cost to nearby residents.
  • The scope of the replacement includes;
    • Replacement of two culverts with a new box culvert
    • Repair of nearby large diameter concrete storm pipe
    • New sections of road, curb and catch basins
    • Temporary water and watermain replacement
    • Sanitary sewer lining

    Today I will be out on site knocking on doors to build awareness and gather input for homeowners with specific construction impacts. Here are key issues we are still tracking;

    • Expect vehicle closure of the bridge for a maximum of two weeks, with temporary pedestrian access available. We will provide schedule information once a contractor is selected in summer.
    • We are offering a hotel option for residents with a medical need
    • We have a design for water and sewer crossings, we will coordinate several short water outages with affected residents during the project.

    The design team is making progress and will be ready to share more details in March or April. Here are key issues we are tracking:

    1. We're working to reduce the time (and possibly eliminate) the temporary access period where cars would not be able to access across the creek by making subtle modifications to the road alignment.
    2. If the temporary access period is unable to be eliminated, we are coordinating with Edina police and fire services to make sure we have emergency access provisions and close coordination
    3. The large reinforced concrete pipe to the west needs replacement as it's flow line is decayed with reinforcing steel evident in CCTV video.
    4. The watermain crossing of the box culvert needs careful consideration to manage the risk of freeze.
