Right after our Kick-Off Meeting in November, we opened up the application process for Edina stakeholders who were interested in serving on the Cahill District Area Plan Working Group. We received dozens of applications. The qualifications and enthusiasm of the applicants made the selection process difficult, but ten applicants were nominated and approved by the Edina Planning Commission in late December.
The Working Group will begin meeting in January. The first meeting will focus on getting to know each other, oriented on the Working Group's charge, and role moving forward. In the meantime, the co-chairs and City staff have been developing a draft of a Request for Proposals (RFP) for consulting services to support the project.

On November 15, 2021, a community meeting was held to kickoff the Cahill District Plan process. Community Development Director, Cary Teague, provided an overview of the history of the area, as well as current land uses in the district. Economic Development Manager, Bill Neuendorf, presented the current economic value of this area, including information about the various businesses, age of the buildings, and the area’s tax capacity.
Attendees were seated at small tables with an aerial map of the area available to them. Each group spent some time discussing the aspects they like and don’t like about the Cahill District as it is today, as well as what the future Cahill District should look like and what should be prioritized. These topics were discussed as a large group, with each small group presenting their ideas. Many similarities came up between groups, including improving safety and connectivity, as well as enjoying the Nine Mile Creek Regional Trail and current commercial establishments. There were many diverse ideas and thoughts that were shared and documented during this meeting that will be helpful in shaping the Cahill District Plan.
Attendees were encouraged to apply to serve on the Cahill District Plan Working Group as established by the City’s Advisory Planning Commission, which will work closely with the consultant hired by the City to develop the Cahill District Plan. The group will meet one to two times per month and will be comprised of up to eleven individuals. No prior experience is necessary, however, the Planning Commission hopes to have members with some knowledge or experience in planning, landscape architecture, development, and engineering and other related fields. The application deadline is December 10, 2021. The project is anticipated to last 12-15 months. Cahill District Kickoff Meeting Slated for November 15
Edina, Minn., Oct. 27, 2021 – Residents, businesses and anyone who is interested in helping collaborate on the future of Edina’s Cahill District are invited to a kickoff meeting scheduled for Monday, November 15. The meeting will be held from 7-9 p.m. at Edina Public Works, 7450 Metro Blvd.
Located in the southern portion of the City, the Cahill District is bounded by West 70th Street (north), Cahill Road (west), Minnesota State Highway 100 (east), and the Bloomington city line (south).
“The Cahill District is a unique area with lots of potential, and it’s so important to the economic vitality of Edina,” said Kate Agnew, Planning Commission Chair and Cahill District Plan Project Co-Chair. “We’re excited to hear from the community as we begin to define a vision for the future of the District.”
Attendees are invited to join the Planning Commission as the first steps are taken to draft the Cahill District Plan. City staff will provide background about the history, land uses, demography, and economic impact of the Cahill District. Community perspectives will be collected on the key strengths and shortcomings of the District as it exists today, and on the ideal future form of the District. There will also be a discussion on how attendees can remain involved in moving forward.
The City completed a Small Area Plan for the 70th & Cahill Neighborhood Node in 2019; that plan called for an effort to study the entire Cahill District to determine how best to improve the area. This meeting will serve as the first step in the creation of a plan to guide the future development of the Cahill District.
