Noise Wall #68
The City of Edina submitted an application to MnDOT’s Noise Wall Program and it was selected for construction in approximately 2030 or 2031. The wall referenced is #68 on the list and located between France Avenue and Xerxes Avenue along the north side of Highway 62.
MnDOT pays for 90% of the cost of the wall. The remaining 10% is assessed to properties that receive noise reduction benefits from the noise wall. MnDOT has completed an initial noise model and provided preliminary project costs. The graphic attached shows the estimated decibel reduction on each individual property and an estimated preliminary assessment range. Assessments are based on the amount of decibel reduction provided by the wall. Properties that receive a benefit of 3 decibels or greater are assessed for the project. The City’s Strachauar Park will also be considered for assessments related to this project. Ultimately the City Council will decide on assessments.
The preliminary project schedule is below.
- 2025 Update letter with prelim assessments & project details
- 2028 Update letter with updated prelim assessments & updated project details
- 2029 Preliminary Assessment Public Hearing with City Council
- 2030 (FY2031 MnDOT) Construction – Tentative
- 2031 Final Assessment Public Hearing with City Council
- 2032 First Assessment Payment Due if Not Pre-Paid
Thanks, Chad Millner, City Engineer

Noise Wall #62
The City of Edina sought feedback from residents in 2024 to determine if we should apply to MnDOT’s Noise Wall Program. This program is available for stand-alone noise walls that are listed on MnDOT’s noise wall list. The wall referenced is #62 on the list and located between Tracy Avenue and the CP Railroad Tracks along the south side of Highway 62. MnDOT has funding to install 1 to 2 walls a year but applications from cities have been sporadic.
The City submitted an application but we were not successful. This wall location did not score high enough compared to the other submittals. The results can be found here. https://www.dot.state.mn.us/environment/noise/metro.html
If appears MnDOT solicits for applications every year. Unless I hear otherwise, I will submit an application during the next opportunity. Thanks. Chad Millner, City Engineer
