Morningside C Neighborhood Roadway Reconstruction

This project is scheduled for construction in 2023. The work typically includes:
- Complete reconstruction of the asphalt pavement,
- Full replacement of concrete curb and gutter is anticipated,
- Complete replacement of watermain and water services is anticipated,
- Replacement of fire hydrants and watermain gate valves,
- Improvements to the sanitary sewer and storm sewer systems, and
- Construction of concrete sidewalks along Kipling Avenue (west side), Monterey Avenue (west side), Inglewood Avenue (south / east side), West 40th Street (south side) as well as Lynn Avenue (east side) and Grimes Avenue where gaps in the sidewalk network exist on the east side.
- A preliminary assessment amount of $13,800 per Residential Equivalent Unit was approved by the Council at the December 2022 public hearing. This $13,800 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties. Favorable bids were received. If unforeseen changes do not occur during construction, an assessment cost savings of up to 30% could occur.

The City has not accepted the turf establishment as final. The City continues to work with the contractor to ensure they establish satisfactory turf free of significant weeds. One or two of the following three methods will occur at your property depending upon the current condition of the turf.
- Brillion seeding. A small tractor pulls a machine behind it that drops seed onto the turf, the seed is then pushed into the ground by a metal disc.
- Slit seeding. Like brillion seeding, but is a smaller machine, typically self-propelled.
- Hand raking. Smaller areas will have the soil scarified by raking, seed will then be distributed of the area and the area will be raked again.
Following any of the methods listed above, hydromulch and fertilizer will be applied to the restored areas. The hydromulch will help keep the seed and soil moist and prevent erosion and seed loss.
The City will continue working with the contractor this summer to ensure the City’s specifications are met, including proper turf growth without significant weeds. Thank you for your patience as we navigate the extremely wet start to the spring and summer.

This work is scheduled to occur soon after on Wednesday, 6/26. Please remain off the treated area for 48 hours and do not water the treated area for 48 hours.
City staff will continue to review the project area after the herbicide application and if necessary, additional seeding. The City will continue working with the contractor to ensure the City’s specifications are met, including proper turf growth without significant weeds.

- The contractor will notify you in advance to coordinate the work if it impacts you by hanging a notice on your door.
- Please check your door frequently.
- This notice will contain detailed information on the process, and the approximate length of time your sewer service will be unavailable for use.
- Don’t take a shower or run a load of laundry during this or your sewer will back up.
- You can minimize the possibility of odors migrating into your home by pouring a gallon of water into floor and laundry drains and infrequently used sinks.
- The contractor will notify you in advance to coordinate the work if it impacts you by hanging a notice on your door.

Turf restoration was scheduled to begin the week of 5/20, but the location where the contractor purchases topsoil is exposed to weather and is wet from rain. Topsoil needs to be loose and friable during placement. Otherwise, it clumps together and increases the risk of over compaction, minimizing the seed’s ability to properly germinate. - Replacement tree and landscape plantings.
- Warranty repairs
The sidewalk snow and ice removal is the responsibility of the property owner.

- Topsoil installation will continue the week of 11/13, along with seeding. The seed will be evaluated in the spring for effectiveness.
- Irrigation repairs have been suspended for the winter. If your irrigation system was not repaired, reach out to Nina for the next steps.
- Landscape plantings and trees have been suspended until next spring. If you have not already done so, please reach out to Nina with any landscaping items remaining to be installed/delivered to your property in the spring.
- Permanent signs and pavement markings are scheduled to be installed the week of 11/13.

- Sanitary sewer cleaning, televising, and lining will continue and is scheduled to be completed by the end November.

Project Wide
- The final asphalt layer is scheduled for mid-week the week of 11/6.
- Check your front door for parking and driveway access.
- The asphalt can be driven on following final compaction rolling.
- Irrigation repairs have been suspended for the winter. If your irrigation system was not repaired, reach out to Nina for the next steps.
- Landscape plantings and trees have been suspended until next spring. If you have not already done so, please reach out to Nina with any landscaping items remaining to be installed/delivered to your property in the spring.
