This 2025 construction project includes:
- Complete reconstruction of the roadway asphalt pavement,
- Full installation or replacement of concrete curb and gutter,
- Complete reconstruction of two alleys west of Madison Avenue,
- Complete replacement of the watermain and water services,
- Improvements to the sanitary sewer and storm sewer systems, and
- Proposed construction of multi-modal facilities along:
- Monroe Avenue (5' sidewalk)
- Belmore Lane (8' shared use path)
- Washington Avenue (8' shared use path)
- The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
- A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
- An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
- If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

Karla Palmersheim asked 11 days agoThank you for your question. There are two options for plantings:
- Do nothing and the City will replace impacted plantings with the project at the conclusion of construction at no additional cost to you.
- Move the plants back 10 feet from the existing curb yourself to avoid damage by construction.

There's a slight disconnect/misalignment right where our sewer line meets the city connection (at about 60 feet out). Would that be up to us to fully replace? Katie B asked 13 days agoThe deadline to sign up for private utility repairs that that you would like added to your assessment / property taxes is BEFORE the asphalt pavement is complete in front of your home. That date can vary by street depending on the contractor’s progress. Reach out to staff for estimated deadline depending on which street you live on once construction begins.
The City isn’t proposed to replace a portion of the sewer service. Property owners are responsible for repairs all the way to the City’s sewer main in the middle of the street. We do recommend your contractor coordinate with Brandon Freeman.

CE asked 13 days agoUnfortunately we cannot videotape the kickoff meeting. However, we will send out a frequently asked questions packet that will be very similar to the agenda for the kickoff meeting. Here is an example of that FAQ. Residents can also reach out to staff with questions and comments.

Also, we do have an in-ground sprinkler system..if any part of our system is damaged during construction, will the city pay to repair? - We’re thinking of paying to re-line our sewer, in conjunction with the roadway project. - You are correct, the curb will move approximately 2-3-lf closer to your home on the west side of Monroe Ave.
- Your irrigation system will be impacted by construction. The Contractor will crimp the line at the construction limits and you may use your system for the remainder of your lawn. The contractor will repair your irrigation system at the conclusion of the project at no additional cost to you.
- You may add private utility repairs to your assessment / property taxes, which are spread out over 15 years with interest. The interest rate will not be determined until fall 2026, when the city’s finance department will research 2026 interest rates. The rate is historically between 3 and 6%.

Liza asked 21 days agoThank you for your question. Assuming you’re referring to 410 Monroe Ave, your large pine tree is NOT scheduled for removal by the project. If there are any concerns with the branches during construction we will contact you to discuss.

mpb314 asked about 1 month agoThank you for your question. We're getting close to knowing this information. Status update for construction:
- Award construction contract on April 1.
- The City will mail you a letter with the proposed start date. It's unknown currently, but will likely be around mid-April.
- City staff will host a construction kickoff meeting with residents. Location and date to be determined.
- We will post the phasing of the project, including which streets will be grouped together and estimated time frames on the Better Together website when we receive if from the contractor. If you're signed up for email alerts it will be emailed to you.

- No, the Washington Ave shared use path will be off street and include a grass boulevard between the path and curb.
- The path will NOT be installed to Malibu Dr. in 2025. However, it is proposed to extend it to Malibu Dr. in the future in a to be determined year.
- We recommend that you coordinate the timing of your driveway replacement with the project inspector this summer. Doing your driveway after the concrete curb and driveway apron are complete ensures you will not have a seam in your new driveway. We can coordinate with you and your contractor once the City’s contractor has a schedule for Madison Ave.
- Unfortunately, you cannot add driveway replacement costs to your property taxes.

T asked 5 months agoAlthough the Council decided on 12/17 to accept the recommendations presented by staff, which is no parking on the west side of Monroe Ave, we will consider a wider street to accommodate parking on both sides, contingent on responses through the questionnaire to the residents along Monroe Ave. The wider street will have more impacts including tree removals, retaining walls, steep driveways, landscaping impacts, etc.
3rd Street will be 27-ft wide, narrowing the street by 3-ft. The 3-ft gap material will match existing for all driveways. In your case, gravel.
Our goal in all cases is to get positive drainage from the driveway to the apron and into the curb.
