This 2025 construction project includes:

  • Complete reconstruction of the roadway asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete reconstruction of two alleys west of Madison Avenue,
  • Complete replacement of the watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Proposed construction of multi-modal facilities along:
    • Monroe Avenue (5' sidewalk)
    • Belmore Lane (8' shared use path)
    • Washington Avenue (8' shared use path)
  • The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
  • A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
  • An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
  • If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

    Thank you for your question.  No changes to the assessment amount due to the project completion date extending to 2026.  At this point, we're still anticipating a final assessment less than $8,600 per REU.

I live at 301 Monroe Ave. S. and have witnessed multiple crews digging in the same place multiple times. I understand the complexity and . disregard of time and resources is frustrating to witness. Now after concert and asphalt have been poired there’s talk that the gutters need to be ripped out because a valve was put in the wrong place. This shows me that this project has not been managed well and that communication between different companies is not taking place. Given that this is not a project that anybody on my block asked for I’m very disappointed and fear that the work being done is not going to be high-quality and last very long. That I have no voice in something I will be paying for is not encouraging.     It can look like crews are digging in the same spot over and over, but each visit usually has a different purpose. One subcontractor might replace a watermain, another subcontractor comes back to connect water services, and later the street contractor re-opens the area to finish the road base. It may seem repetitive, but that sequence is normal — it allows the appropriate contractor to do each part of the job sequence, which ultimately leads to higher-quality, longer-lasting results. City staff is thoroughly inspecting the project and has no concerns about poor quality workmanship.

    Thank you for your question.  Utility reconstruction work is occurring on Washington Avenue, therefore trucking routes will spill onto other streets for the next couple of weeks. 

    As noted in our weekly Better Together Edina posts, vehicles cannot be parked on the street during construction.  There is temporary parking allowed on Maloney Avenue.  If you need clarification or additional details, please reach out to the site inspector Brandon Freeman

    Thank you for your question.   Asphalt driveways are scheduled to be permanently restored sometime during the week of 7/21.   Temporary restoration with gravel will occur at the end of the day on Wednesday, 7/16.  

     Asphalt driveway work must occur after the roadway asphalt is complete and is a different paving machine than the roadway machine.

    Thank you for asking.  We prefer the City does the watermain improvements BEFORE any private sewer line work occurs. Please have your contractor coordinate schedules with Brandon Freeman.  Occasionally, the City's watermain work will impact a private sewer line, and we'd prefer not to impact a newly improved private sewer line.

    Thank you for your question.  There are two options for plantings:

    1. Do nothing and the City will replace impacted plantings with the project at the conclusion of construction at no additional cost to you. 
    2. Move the plants back 10 feet from the existing curb yourself to avoid damage by construction.

    The deadline to sign up for private utility repairs that that you would like added to your assessment / property taxes is BEFORE the asphalt pavement is complete in front of your home. That date can vary by street depending on the contractor’s progress.  Reach out to staff for estimated deadline depending on which street you live on once construction begins.

    The City isn’t proposed to replace a portion of the sewer service.  Property owners are responsible for repairs all the way to the City’s sewer main in the middle of the street.  We do recommend your contractor coordinate with Brandon Freeman.

    Unfortunately we cannot videotape the kickoff meeting.  However, we will send out a frequently asked questions packet that will be very similar to the agenda for the kickoff meeting.  Here is an example of that FAQ. Residents can also reach out to staff with questions and comments.
