This 2025 construction project includes:
- Complete reconstruction of the roadway asphalt pavement,
- Full installation or replacement of concrete curb and gutter,
- Complete reconstruction of two alleys west of Madison Avenue,
- Complete replacement of the watermain and water services,
- Improvements to the sanitary sewer and storm sewer systems, and
- Proposed construction of multi-modal facilities along:
- Monroe Avenue (5' sidewalk)
- Belmore Lane (8' shared use path)
- Washington Avenue (8' shared use path)
- The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
- A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
- An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
- If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

We invite you to review this document summarizing what to expect during construction.
Project Area
- See the proposed phasing map for construction.
- A select number of trees will be removed throughout the project area due to the roadway and utility improvements. These trees have been marked with ribbon or paint.
- Driveways will be sawed at the proposed removal limits.
- The roads are scheduled to be reclaimed on 4/30. Reclaiming is the process of grinding the existing asphalt into a gravel base.
- Vehicles cannot be parked on the street during construction.
- Removals including curb and gutter, driveways, and landscaping will likely begin the week of 5/5.
CenterPoint Energy:
- CenterPoint Energy will be replacing old gas pipes in a portion of the project area this spring.
- CenterPoint Energy will also be replacing gas meters inside of property owners homes, relocating them outside.
- CenterPoint Energy's work is not part of the City's Presidents Neighborhood Roadway Reconstruction contract. All questions and concerns related to their work should be directed to CenterPoint Energy. They can be reached at csv.constructionservices@centerpointenergy.com, 612-321-5369 or 612-542-6198.
Please set out your garbage and recycling containers before 6 AM. We encouraged haulers to arrive early to avoid conflicts with the contractor and their operations.

Residents are invited to a construction kickoff meeting on April 24 from 5:30-6:30 PM at the Van Valkenburg Shelter Building at 4935 Lincoln Drive. Staff will be available to discuss the project details and review frequently asked questions.
Please note, CenterPoint Energy and their subcontractor, Michels Corporation, will soon be replacing old gas pipes in a portion of the project area this spring. CenterPoint Energy's work is not part of the City's Presidents Neighborhood Roadway Reconstruction contract. All questions and concerns related to the gas main replacement should be directed to CenterPoint Energy. A construction kickoff meeting will occur in April where staff will be available to discuss the project details and review frequently asked questions. Standby for a future post and mailing with details on the construction start and kickoff meeting date and location.
Because favorable bids were received, an assessment cost savings of up to 20% could occur If unforeseen changes do not occur during construction. Please recall the preliminary assessments presented at the December 2024 Public Hearing were as follows.

- An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.

Preparation of final plans and specifications will be prepared this winter, followed by solicitation of contractor bids. We anticipate construction beginning in April 2025. The estimated preliminary assessment amount is $8,600 per residential equivalent unit for the roadway improvements, payable beginning in 2026 after construction is complete.

The Edina City Council will meet at Edina City Hall on Monday, Dec. 9, 2024, at 6:00 p.m., to consider the public hearing on roadway and alley improvements for Presidents A & B Neighborhood Roadway and Alley Reconstruction. This hearing is being conducted under the authority granted by Minnesota Statutes, Chapter 429.
This hearing has been called as a recommendation from staff. The proposed project would be constructed in the summer of 2025 with the assessment hearing occurring in the fall of 2026. The estimated roadway cost per assessable lot is $8,600.00 per residential equivalent unit. The estimated alley cost per assessable lot is $1,300.00 per residential equivalent unit. The assessment can be divided over a fifteen-year period with interest accumulating on the unpaid balance.
The City hired Nagell Appraisal Inc. to prepare a letter report providing a preliminary opinion of market benefit for similar properties in the neighborhood. The letter report is available for viewing in the document library located here.
The area proposed to be assessed the cost of the proposed roadway improvement includes the following:
6651 and 6655 2nd Street South, 300 to 425 Adams Avenue, 6528 to 6750 Belmore Lane, 300 to 425 Harrison Avenue South, 400 to 425 Jackson Avenue South, 300 to 425 Jefferson Avenue South, 300 to 425 Madison Avenue South, 6940 Maloney Avenue, 299 to 425 Monroe Avenue South, 401 to 424 Tyler Avenue South, 500 to 520 Tyler Court, 298 to 425 Van Buren Avenue South, 301 to 423 Washington Avenue South, and PID 3011721210005.
The area proposed to be assessed by the proposed alley improvements includes all properties between and including 400, 404, 406 and 408 Adams Avenue, and 401 to 409 Washington Avenue.
