This 2025 construction project includes:

  • Complete reconstruction of the roadway asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete reconstruction of two alleys west of Madison Avenue,
  • Complete replacement of the watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Proposed construction of multi-modal facilities along:
    • Monroe Avenue (5' sidewalk)
    • Belmore Lane (8' shared use path)
    • Washington Avenue (8' shared use path)
  • The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
  • A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
  • An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
  • If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

    Property owners are responsible for snow removal on the sidewalks adjoining their property as shown here.


    To keep pedestrians safe, sidewalks must be cleared of all ice and snow during the winter. According to Edina City Code 1200.03, "All snow and ice shall be removed from a sidewalk by the owner of the property adjoining the sidewalk within 48 hours of the cessation of the precipitation." This means property owners must clear sidewalks of all snow or ice within two days of the end of a snowfall. Any snow removed from walkways, driveways or sidewalks must remain on the property. Snow cannot be plowed into City streets or onto a neighboring property.


    If snow and ice are not removed within seven days after receiving a written notice from the City, residents may be charged for the cost of removal by the City.

    Sanitary Sewer Lining – Phases 1 and 2

    Visu-Sewer will be lining the City’s sanitary sewer main via access through manholes in the street. The lining is scheduled to begin in the project area on Monday, 12/1 and is anticipated to be complete by late December.

    • Limiting major water use is required to avoid a sewer backup.
    • Avoid running your washing machine or dishwasher during this 8-12 hour period of work or you risk your sewer backing up.
    • Pungent odors from the lining process are common.
    • To prevent odors in your home, pour a gallon of water into floor drains and any infrequently used sinks.
    • Check your front door daily for details and notice of this work occurring on your street.
    • The notice will include information on the process, and approximate length of time your water usage should be minimized.

    Phases 1, 2, 3

    • Retaining wall installation is ongoing as long as weather permits.
    • Landscape restoration is complete for the season. Any remaining work will be completed when the project resumes in the spring of 2026.


    Harrison Avenue, Tyler Avenue, Tyler Ct, Belmore Lane east of Van Buren Avenue

    The streets east of Van Buren Avenue will not begin until spring 2026. Several factors contributed to the extended timeline, including the pace of utility work, challenging soil conditions, and weather delays. Crews remain on-site and are committed to completing the remaining work as quickly as possible.

    Washington Avenue will OPEN to traffic on Wednesday October 29. Maloney Avenue between Washington Avenue and Tyler Court will be CLOSED for asphalt improvements beginning on Wednesday October 29 through November 6.       • Street parking at this stage disrupts the ongoing work needed to complete the work in a timely manner this fall.
    • Asphalt driveways are scheduled for paving Saturday, 10/25.
      • If you received a door hanger notifying you about driveway asphalt replacement, please follow the parking instructions provided.
    • Crews will be onsite Saturday, 10/25 preparing the topsoil for sod installation.
    • Sod installation is scheduled for the week of 10/27.
    • The first layer of asphalt paving is complete.
    • Retaining wall installation is tentatively scheduled to begin the week of 10/27.
