This page is intended to provide information on sketch plan submittals for potential future development. Sketch plans are presented to the Planning Commission and City Council.
Each page includes the information that was submitted by the applicant/developer. There is not a public hearing process for sketch plan submittals. These submittals are not formal development applications. If a sketch plan project moves forward, an application will be made to the Planning Department and all legal notification and public hearing requirements would take place at that time.

The specific proposal is to tear down the middle buildings on the site (6750, 6740 and 6700 France) and build a 3-4 story medical office building and restaurant. The applicant is proposing a significant change to the development plans that were approved for this site in 2017. Two options are provided for consideration. The first is a proposal to attempt to fit in to the approved PUD, Planned Unit Development for the site; and the second is to rescind the existing PUD, and re-zone the site back to POD, Planned Office District. (The original zoning district for the site.)

These sites would both gain access off the Alley on the west side of the sites. The subject properties are zoned R-1, Single Dwelling unit District. The site is guided low density residential, which allows between 1-5 units per acre. The properties are 19,468 square feet in size (9,769 and 9,699 s.f. each). The proposed density is 9 units per acre. The applicant would seek the following if a formal application is proposed:
- A Comprehensive Plan Amendment to re-guide the site from Low Density Residential to Medium Density Residential, which would allow up to 12 units per acre; and
- A Rezoning from R-1, Single-Dwelling Unit District to PUD, Planned Unit Development to extend the existing zoning from the south.
This sketch plan will be considered by the Planning Commission on September 13, 2023 and by the City Council on September 19, 2023.

The Gateway AUAR was approved at City Council on November 8, 2023.
The City of Edina has prepared an EAW pursuant to Minnesota Rules 4410 for the proposed redevelopment of the former Macy’s Furniture store site into mixed use office and multi-family residential uses. The site is approximately eight acres on the east side of France Avenue north of Gallagher Drive. The proposed development includes up to 460 apartment units and 300,000 square feet of office space within four buildings.

Enclave Companies have submitted a sketch plan proposal for redevelopment of the Macy’s Furniture store site at 7235 France Avenue. The proposal is to tear down the existing structure and build the following: Two 150,000 square foot office buildings (10 and 11 stories) on France Avenue and two 7-story multifamily residential buildings, 230 units in each building, on the east side of the site adjacent to the Promenade. This sketch plan will was considered by the Planning Commission on April 12, 2023 and by the City Council on April 18, 2023.

The applicant is proposing to tear down the existing office building on the site and construct a 5-story 89-unit apartment in phase 1; the second phase would be 52-unit building on the east side of the site. (See attached plans.) This site is currently zoned PID, Planned Industrial District, and guided OR, Office Residential in the City’s Comprehensive Plan. The allowed residential density in this area is up to 75 units per acre. This site is 2.59 acres in size; therefore, the applicant is proposing a density of 54 units per acre. The project would be 100% affordable for individuals and families earning 60% AMI or less.
This sketch plan will be considered by the Planning Commission on May 24, 2023 and by the City Council on June 6, 2023.

The applicant is proposing to tear down the existing 38,000 square foot office building to build a seven story 138-unit apartment. Ten percent of the units (14) would be provided for affordable housing of households making no more that 50% of the area median income.
This sketch plan will be considered by the Planning Commission on April 26, 2023 and by the City Council on May 2, 2023.

The approved overall development plan for this site included a 150-unit apartment building. The applicant is proposing to replace the 150-unit apartment with a 150-room hotel with a restaurant on the main level at the corner of France and 72nd Street. The general mass and scale of the building would be the same. (See attached proposed sketch plans below).
This sketch plan will be considered by the Planning Commission on March 29, 2023 and by the City Council on April 4, 2023.

The existing 102,031 square foot building would be removed. The main purpose of the redevelopment of this site, is for the City of Edina to construct a new 36,000 Community Health and Safety Center. The building will provide operational space for the Edina Fire Department and Community Health Department. This facility would be located on the northern third of the site, with the remaining two-thirds of the site available for redevelopment that could include housing, retail, and public space. Trace Jacques of the BKV Group has designed a couple of development scenarios for consideration consider. The scenarios were created based on the Southdale Design Experience Guidelines.
This sketch plan will was considered by the Planning Commission on March 15, 2023 and by the City Council on March 21, 2023.
The Council’s sketch plan review of the new Community Health and Safety Center (Fire Station 2) is significant because it completes the pre-design phase of the project. The next stage of the project is for the architects and other professionals to prepare detailed plans for both the building and site. The project is moving ahead on schedule. We expect the building and site plans to be completed by late 2023 and for demolition of the existing building on the site to start before the end of the year as well. Construction is scheduled to begin in early 2024. Move-in to the new building is expected by late summer 2025.

This sketch plan was considered by the Planning Commission on October 12, 2022 and it will not be considered by the City Council on October 18, 2022 (the applicant withdrew the item from the agenda).

This sketch plan will be considered by the Planning Commission on July 13, 2022 and City Council on July 19, 2022.
