This project, scheduled for construction in 2024, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete replacement of the majority of the watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems,
  • Complete replacement of the street lighting system, and
  • Construction of a concrete sidewalk along Barrie Road and a portion of West 65th Street and Heritage Drive to complete gaps in the pedestrian network.
  • A preliminary assessment amount of $950.00 per multi-family residential unit (condominium or apartment owner), was approved by the Council at the December 2023 public hearing. This $950.00 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties.

    Thank you for your question.   There are a couple of options, including spreading out the assessment over 15 years, with interest. You can also defer the payment if you are 65 years of age or older and meet specific income requirements.  Please reach out to the Assessing Department for specific deferment questions 952-826-0365.

    Thank you for your question.   The City of Edina doesn’t install speed bumps for the following reasons.


    1. Longer police, fire and snow plow response time
    2. Cost of initial construction and then continued maintenance, particularly due to winter snow plowing damage
    3. Put more wear and tear on vehicles
    4. Noise levels increase at the bump due to rapid deceleration and noise of the vehicle going over the bump

     

    We are proposing to narrow the streets, which does provide a traffic-calming effect.  A sidewalk will be added to Barrie Road as well for safer pedestrian travel.

    Thank you for your question.  The roadway improvements will be funded by a combination of special assessments and property taxes. The utility improvements will be funded by utility funds, and sidewalks by the Pedestrian and Cyclist Safety Fund.

This will most likely require the severing of roots of ash trees on the north side of 65th Street, which will require them to be removed as this will make them a tipping hazard. Our "concrete" neighborhood has very few mature trees and the Colony at Edina has been investing money for years to protect them from emerald ash borer.     Thank you for your question. We can have Rainbow Treecare utilize a non-invasive root collar excavation to confirm roots won’t be damaged.  If the trees will be damaged with the project, we’ll likely not install the sidewalk on the south side of W. 65th Street.  If root damage can be avoided, we’ll install the sidewalk.  

    The development at 6500 Barrie Road is adding a sidewalk on the south side of W. 65th Street.   There is a sidewalk on the south side of W. 65th Street west of Drew Avenue.  This project will reduce the sidewalk gap on the south side of W. 65th Street.

    The sidewalk location won’t be final until fall 2023. Our preference would have the walk on the east side because of the existing walk south of W. 65th St and bus stop already present, but sometimes things change due to existing or proposed infrastructure.

    Thanks for your question.  I’ve requested a response from Hennepin County since West 66th Street is a Hennepin County road and they are the sole entity that would make the decision for or against a traffic signal.  Feel free to send me an email and I can follow up with you after I hear back from Hennepin County.  

     Typical traffic signal justification may include examining the following: 

    • Number of vehicles entering the intersection from all directions during 4-hour and 8-hour periods
    • Vehicular volumes during peak hours, classified by vehicle type for traffic movement in all directions
    • Pedestrian volume on each crosswalk in all directions, including children, the elderly, and/or persons with disabilities, during each hour of the day
    • Requests from participants attending nearby facilities and activity centers that serve the young, elderly, and/or persons with disabilities
    • Posted speed limit
    • Physical layout
    • Crash experience/history
