This project, scheduled for construction in 2024, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete replacement of the majority of the watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems,
  • Complete replacement of the street lighting system, and
  • Construction of a concrete sidewalk along Barrie Road and a portion of West 65th Street and Heritage Drive to complete gaps in the pedestrian network.
  • A preliminary assessment amount of $950.00 per multi-family residential unit (condominium or apartment owner), was approved by the Council at the December 2023 public hearing. This $950.00 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties.

    Metro Transit has announced all bus stops within the project area will be closed during the road construction project. Here is the rider alert they have issued for Route 578:

    Xerxes Ave S & 64th St W - Stop #6138 (northbound)

    For southbound Route 578 get on/off buses at:

    Northbound buses will travel regular route departing Southdale Mall to 66th St, right on 66th St, left on York Ave which becomes Xerxes Ave to Heritage Dr, and resume regular route.

    Southbound buses will travel regular route on Xerxes Ave to Heritage Dr, continue on Xerxes which becomes York Ave to 66th St, right on 66th St, left into Southdale Mall, and resume regular route.

    Construction for the Southdale B roadway reconstruction project begins on Monday 5/13. Here is what you can expect:

    • DO NOT PARK ON THE STREET ANYWHERE IN THE PROJECT AREA AFTER 7 AM DURING WORKING HOURS THROUGHOUT THE DURATION OF THE PROJECT. YOU MAY BE TOWED.
      • This parking restriction applies on Heritage Drive, W 65th Street, and Barrie Road.
      • Please relay this information to any guests or visitors you may have.
    • Pavement removal will start on Monday, May 13, beginning on Heritage Dr. and W 65th St., then progressing to Barrie Rd.
    • Please set your garbage and recycling out the night prior to pickup. We have informed the garbage haulers to come before 7 AM on their regular pickup day.
    • There is an informational kickoff meeting on Monday May, 13 at 5:30 PM.
      • Staff will be in attendance to answer questions about the project.
      • The meeting will be held in the parking lot adjacent to 6500 Barrie Road. See photo for reference.

    The City Council will consider awarding a construction contract to New Look Contracting on May 7. New Look plans to begin work during the week of May 13.


    A construction kickoff meeting will occur on Monday, May 13 from 5:30-6:30 PM. The meeting will take place in the parking lot adjacent to 6500 Barrie Road. Staff will be available to discuss the project details and review frequently asked questions. You can find the project kickoff letter here.

  • Project Update and City Council Authorization

    The City Council authorized the design and contractor bidding phase for the project on December 19. Preparation of final plans and specifications will be prepared this winter, followed by solicitation of contractor bids. We anticipate construction beginning in April or May 2024. The estimated preliminary assessment amount is $950.00 per multi-family residential unit (condominium or apartment owner), payable beginning in 2025 after construction is complete.

    The Edina City Council will meet at Edina City Hall on Monday, Dec. 11, 2022, at 6:00 p.m., to consider the public hearing on roadway improvements for Southdale B Neighborhood Roadway Reconstruction. This hearing is being conducted under the authority granted by Minnesota Statutes, Chapter 429.


    This hearing has been called as a recommendation from staff. The proposed project would be constructed in the summer of 2024 with the assessment hearing occurring in the fall of 2025. The estimated cost is $1,095,854.05 and is funded by special assessment. The estimated cost per assessable lot is $950.00 per multi-family residential unit (condominium or apartment). The assessment can be divided over a fifteen-year period with interest accumulating on the unpaid balance.


    The City hired Nagell Appraisal Inc. to prepare a letter report providing a preliminary opinion of market benefit for similar properties in the neighborhood. The letter report is available for viewing in the document library located here.


    The area proposed to be assessed the cost of the proposed improvement includes the following:


    3330 and 3400 West 66th Street, 6300 to 6525 Barrie Road, 6301 to 6423 Colony Way, 3105 to 3456 Heritage Drive, 6200 Xerxes Avenue.

    Soil Borings are scheduled for the week of 8/7.

    This is the process of drilling holes in the ground to collect soil samples to gain a basic understanding of the subgrade conditions under the pavement. This information will assist in the roadway and utility design.
