This page is intended to collect public input on Certificate of Appropriateness (COA) applications that are to be heard by the Heritage Preservation Commission (HPC). Comments submitted will provide feedback to the HPC to be considered. Each page includes the information that was submitted by the applicant. The feedback provided for each project will be given to the HPC for their consideration. The page is open for feedback up until the noon on the Monday prior to the Heritage Preservation Commission meeting.

    4100 Sunnyside Road is located on the north side of Sunnyside Road, just east of Arden Avenue. The existing home on the lot is a two story home built in 1926. The applicant is requesting a certificate of appropriateness to rebuild the detached two car garage. The applicant is proposing to place the new garage in the same location as the existing garage. The new garage is the same footprint and dimensions and all doors and windows will be in the same location. The siding, roofing, fascia, and soffit will all match the existing garage.

    4406 Sunnyside Road is located on the north side of Sunnyside Road, between Edina Boulevard and Wooddale Avenue. The existing home on the lot is a two story home built in 1926. The applicant is requesting a certificate of appropriateness for changes to the street facing facade that include new front columns on the existing front porch.

    The Wooddale Avenue Bridge was constructed in 1937 by the Works Progress Administration (WPA). The bridge is a single span corrugated multi plate arch structure that features limestone masonry headwalls, railings and wingwalls. 

    Flooding has caused damage to some of the masonry walls, there is some displacement of the walls and masonry components and there is deterioration of the masonry railings. Inspection records show work is needed on the existing bridge. Engineering staff is seeking approval from  the HPC to remove and replace the bridge. 

    The Wooddale Bridge is a designated Edina Heritage Landmark and is also listed in the National Register of Historic Places. 

    This project will be reviewed by the Heritage Preservation Commission on September 10, 2024.

    4501 Drexel Avenue is located at the southeast corner of the intersection of Drexel Avenue and Sunnyside Road. The existing home on the lot is a two story home built in 1936. The applicant is requesting a certificate of appropriateness for the removal of existing bay windows on a street facing façade associated with an interior remodel project.

    4633 Arden Avenue is located on the east side of Arden Avenue, just north of Country Club Road. The existing home on the subject property was built in 1938 and is classified as an American colonial cottage style in the Country Club National Register nomination documents. The current application is for an amendment to the approved COA, specifically for changes to the previously approved garage elevations. The proposed changes are: 

    •  Eliminate stairway bump out and window on South/Rear elevation
    •  Eliminate window on East/Left elevation.
    •  Add windows to garage door on North/Front elevation.
    •  Add service door to West/Right elevation
    • Change exterior cladding on garage from brick to siding (match house) on North and South elevations (new garage will be all lap siding to match house).

    This request is on the March 12, HPC meeting agenda.

    1-5-24 The project no longer includes the addition to the front facade/front entry. The windows will be replaced with windows of the same size. See email on page 2 of updated applicant submittal (linked below). 

    4509 Wooddale Avenue is located on the east side of Wooddale Avenue south of Sunnyside Road and north of Bridge Street. The existing home on the lot is a two story home built in 1928. The applicant is requesting a certificate of appropriateness for the demolition and construction of a new detached garage and changes to the street facing façade of the existing home. The applicant is proposing a new three car detached garage. Changes to the street facing façade include a change in window size on some windows and a new covered entry.

    4633 Arden Avenue is located on the east side of Arden Avenue, just north of Country Club Road. The existing home on the subject property was built in 1938 and is classified as an American colonial cottage style in the Country Club National Register nomination documents. The current application is for an amendment to the approved COA, specifically for the reconstructed chimney and for changes to the front entry. The city's building official ordered the chimney be removed for safety reasons and the request to the HPC is for the design of the replacement chimney. The applicant is requesting a larger front door and changes to the front porch to accommodate a zero entry doorway. The additional door height will be extended lower (the height of the house is not changing).

    4904 Arden Avenue is located on the west side of Arden Avenue, north of  50th Street West and south of Country Club Road. The applicant is requesting a COA for additions to the first and second floor associated with a remodel project. The existing home on the subject property was built in 1945, outside the period of significance in the district.

    On April 18, 2023 the City Council denied the appeal request and upheld the decision of the HPC. 


    The applicant has requested the public hearing be continued to April so they are able to attend the meeting in person. The public hearing will be continued and will take place at the City Council meeting on April 4, 2023. The Council will then take action on the appeal at the April 18th City Council meeting. 

    The Heritage Preservation Commission denied this COA request at the January 9, 2023 HPC meeting. The applicant appealed the decision of the HPC to the City Council. This item will be heard at the March 7th City Council meeting. The Council will take action on the appeal at the March 21st City Council meeting.

    The applicant is requesting the approval of an amendment to the existing COA at 4630 Drexel Avenue. The applicant is asking the HPC to approve the elevation without the stone fireplace surround detail on the rebuilt chimney.
