This project, scheduled for construction in 2021, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete replacement of watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Construction of a 5-foot concrete sidewalk along
    • Hansen Road between West 60th Street and West 56th Street, and
    • West 56th Street between Hanson Road and Normandale Road
  • A preliminary assessment amount of $17,200 per REU (Apr 2021)
  • A revised preliminary assessment amount of $13,600 per REU (Assess Policy Revision Jul 2021)

  • Tips for Growing Green Grass

    The turf contractor has applied topsoil, seed and fertilizer to disturbed areas. Tips to help grass grow can be found in this video and briefly summarized below.

    • Water - While the contractor is responsible to establish the turf for 90 days, your assistance during this period will help establish the turf more quickly. It is just as important to not over-water the new seed as it is to water the seed. The mulch bed should be moist but not over watered. Continue to water even after grass looks established.
    • Fertilize - A commercial fertilizer is applied with the hydroseed. Additional fertilizer and herbicides are not recommended during the initial year of seeding as they can have damaging effects on grass sprouts.
    • Mowing - Do not mow new grass until it is 6" high. When grass reaches this height, mow at the highest setting. Cut with this setting for the first few months, even after grass looks established. Do not collect clippings as they help feed the soil while grass develops. Please pass along the mowing recommendations to your lawn care service if you have one.
    • Weeding - The contractor is responsible for establishing turf free of weeds. During the initial establishment period, weeding is the responsibility of the contractor, not the residents.
    • Preventing Future Weeds - Weeds will likely appear with new grass. Properly watered, mowed and fertilized grass will prevent weeds from gaining a stronghold.

    Turf establishment takes time. The City will continue to review the turf in the project area this summer to ensure proper growth.

    The Contractor began performing weed removal, seeding, and hydromulching in the areas that only received hydromulch in fall 2022. This work is anticipated to last through the week of 6/13.

    Turf establishment is delayed due to mechanical problems with the contractor’s hydro seeder equipment. Shipping delays on replacement parts are not helping the delay either.

    It’s the contractor’s responsibility to establish turf free of weeds, so they will need to take care of the weeds as well. The contractor anticipates resuming work in early June.

    We're sorry for the delay. We understand the frustration. The City is frustrated at the lack of progress as well. Thanks for your continued patience.

  • Construction Update - Windsor Ave - 4/22/22

    Windsor Ave

    • Valley Paving is scheduled to begin removing curb and gutter as well as reclaim the asphalt pavement into a gravel driving surface on 4/25.
    • Kusske Construction will begin connecting homes to the temporary water service on 4/25. If you aren’t typically home during working hours, check your front door daily for a notice from Kusske Construction regarding scheduling your temporary water hookup.
    • Once homes are connected to the temporary watermain, the new watermain installation will begin. The new watermain installation is anticipated to conclude during the week of 5/2.

    Phase 6 - Windsor Ave

    Construction Work Resumes

    On 4/15 the contractor saw cut driveways to prepare for the temporary watermain setup. The contractor will begin removing driveway and roadway pavement necessary for the watermain work during the week of 4/18.

    Watermain and Temporary Water Service Update

    The contractor plans to begin temporary water setup and sanitizing the week of 4/18. Kusske Construction anticipates connecting houses to the temporary water system as soon as 4/22. Please check your front door for time sensitive notices, which will include information about scheduling your temporary water hookup. The new watermain and water service installation is scheduled to finish in early May, weather permitting.


    Phases 1-5

    Irrigation Repairs Resume

    The contractor has returned to site to continue repairing the systems damaged during construction. These repairs are expected to continue through mid May.

    It's anticipated that seeding, topsoil, and hydromulch work will resume in May. Stay tuned for an updated schedule.



  • Construction Update - Windsor Ave 3/30/2022

    On Monday April 4, CenterPoint Energy will begin removing the old 12" steel gas main from under the Windsor Ave roadway surface. Recall that in 2021, a new gas main was installed on the North side of Windsor Ave.

    CenterPoint's contact information for this work is:

    The City's contractor, Valley Paving, is scheduled to begin work on Windsor Ave the week of 4/25, pending CenterPoint Energy completing the gas main removal . Valley Paving will begin with removal of driveways, curb and gutter, and pavement necessary to install the new watermain, water services, and storm sewer. Completion of the Windsor Ave work is anticipated by the end of June 2022.

  • Sanitary Sewer Lining Update

    The sanitary sewer lining is nearly complete in the project area. The work is expected to be complete by early January 2022.

    • Please check your door for this important notice from Hydro Klean to get the details of the work.
    • Consider pouring water into floor drains and infrequently used sinks to help reduce the odor from the lining process.

  • Hansen Rd & W 56th St - Sidewalk Snow Removal

    Property owners are responsible for clearing snow and ice from the newly installed Hansen Road and West 56th Street sidewalks. According to Edina City Code, Chapter 24, Section 91:


    "All snow and ice shall be removed from a sidewalk by the owner of the property adjoining the sidewalk within 48 hours of the cessation of the precipitation."


    Note that any snow removed from walkways, driveways or sidewalks must remain on the property and cannot be plowed into City streets or onto a neighboring property. Violation of the City Code could result in a fine and a charge for removing the snow.

    • Mailbox reinstallations are in progress on Hansen Road.
    • The final layer of asphalt pavement is scheduled to be installed on 11/19.
    • Topsoil placement is complete in the phase, the contractor will apply hydromulch to the topsoil the remainder of the week.
