The Morningside Neighborhood has several low and landlocked areas prone to flooding. Climate change has already increased the risk of flooding and will continue to do so. This project helps the community be more resilient to flooding. Project benefits are balanced across the neighborhood and there is no increase in risk to any property.

Ponds, pipes and a surface swale will be used to safely move and store floodwaters. An expanded pipe and swale will provide overflow from the Lynn/Kipling inundation area and the Grimes Avenue low point, and an expanded and reconfigured pipe network and minor grade changes will move water away from homes. Weber Pond and the Lynn/Kipling Pond will be expanded and lowered. About six acres of trees will be removed in Weber Woods to accommodate the larger ponds.

The flood infrastructure project also includes:

  • Natural resources restoration in upland areas.
  • Nature trails and bridge crossings at two locations at Weber Park.
  • Improved pedestrian access to the park with some ADA-compliant paths in Weber Park.
  • Rebuilt sports fields in impacted areas with new turf and irrigation systems.

The flood infrastructure project coincides with planned roadway reconstruction in the neighborhood in 2022 and 2023.

    The project remains on track. Excavation and pond shaping in Weber Park will continue for a couple more weeks. Then, crews will transition to excavation and grading in Weber pond and the Lynn/Kipling inundation area over the winter.

    Excavation continues in Weber Park to form the expanded pond.

    Seed is down and irrigation is installed on the fields. Grading continues, on-schedule in the Woods area. In the next several weeks the stormwater pipe connection on 42nd Street will be made and the final field fences and irrigation loops can be completed.

    Irrigation installation, seeding, fence installation, and restoration of the ball fields is expected to go through September.

    Excavation and grading in the Woods is expected to continue through the end of October. Excavation and grading in the pond and Lynn/Kipling inundation area will occur over the winter (expected to start in December).

    Excavation and grading in the Woods areas is on track and expected to continue into September. Dewatering to facilitate installation of utilities, fence, concrete, and irrigation in Weber Park is set to start this month.

    The project is on track. Grading is nearly complete for the field and swale areas, and pipe installation is soon. Grading has just begun up in the Woods areas.

    We are asking for the community's help and cooperation. Major earthmoving operations have started at Weber Park. For important safety reasons, we urge people to obey the boundaries and not enter the construction site or tamper with it. Within the last week, we have had problems with people entering the site, and the orange fence and construction warning signs continue to be cut or removed.

    We do not want anyone hurt, it is very difficult for the equipment operators to see people while working. Our City staff and the contractor continue to try to intercept people before they enter the work zone but can't be everywhere at all times. We need the community's help in keeping a safe work site by not entering the boundary and leaving all signs and fencing in place.
