Morningside Flood Infrastructure Project
This project has been completed and this project page will no longer be updated. Please contact staff with any questions or comments. Thank you.
The Morningside Neighborhood has several low and landlocked areas prone to flooding. Climate change has already increased the risk of flooding and will continue to do so. This project helps the community be more resilient to flooding. Project benefits are balanced across the neighborhood and there is no increase in risk to any property.
Ponds, pipes and a surface swale will be used to safely move and store floodwaters. An expanded pipe and swale will provide overflow from the Lynn/Kipling inundation area and the Grimes Avenue low point, and an expanded and reconfigured pipe network and minor grade changes will move water away from homes. Weber Pond and the Lynn/Kipling Pond will be expanded and lowered. About six acres of trees will be removed in Weber Woods to accommodate the larger ponds.
The flood infrastructure project also includes:
- Natural resources restoration in upland areas.
- Nature trails and bridge crossings at two locations at Weber Park.
- Improved pedestrian access to the park with some ADA-compliant paths in Weber Park.
- Rebuilt sports fields in impacted areas with new turf and irrigation systems.
The flood infrastructure project coincides with planned roadway reconstruction in the neighborhood in 2022 and 2023.

Is a nature play area still included in the Weber park plan?
Kl asked almost 2 years agoNo. A nature play area was proposed during the initial 30% design phase but was removed based on community input. The revised 30% design without the nature play area was approved by City Council and moved forward in October 2021.

When will road construction take place on Lynn Ave?
ATH asked about 2 years agoThe start date for Lynn Ave is to be determined. Preliminary indications from the contractor are that Lynn Ave will NOT be one of the first streets to be reconstructed. Stay tuned for more details in late May / early June on the Morningside C Better Together Edina page.

Share Why will the city be demoing both Morningside and 42nd at the same time? There are marks for sidewalks to be demoed on Morningside as well. Combined with the previously demoed sidewalks on 42nd, there's no way out of the neighborhood. In addition, elementary student bus routes have been moved requiring students to walk alongside Morningside and 42nd...but without sidewalks? Please adjust the plan to complete 42nd before work begins on Morningside. on Facebook Share Why will the city be demoing both Morningside and 42nd at the same time? Amirmissaghi asked about 2 years agoWe will undertake the reconstruction of both West 42nd Street and Morningside Road simultaneously to expedite the project timeline. We acknowledge and apologize that this may cause some inconvenience. We anticipate concrete sidewalk installation by the end of May on West 42nd Street.

Janet asked over 2 years agoThe tentative start date for Morningside Road (Phase 5) is early October. Based on the Xcel Energy delays on West 42nd Street, it's possible Phase 5 may need to be postponed until spring 2023. Many factors will contribute this, including Xcel Energy progress, weather, favorable conditions for utility work on West 42nd Street, etc. Phase 5 updates will be posted on The Morningside D&E Better Together Edina page.

almost 3 years agoThe planting plan will be finalized this summer. We're working through optimizing the pond hydrology with our project partners and need to finalize the pump operation before finalizing tree placement. After we get a contractor on board, we'll provide a more detailed schedule for the natural resources restoration portion of the project.
