Each page includes the information that was submitted by the applicant/developer. There is not a public hearing process for sketch plan submittals. These submittals are not formal development applications. If a sketch plan project moves forward, an application will be made to the Planning Department and all legal notification and public hearing requirements would take place at that time.

    A sketch plan was submitted to re-develop the 3.3-acre vacant site at 5146 Eden Avenue. This is the old Public Works site, owned by the Edina Housing and Redevelopment Authority. As proposed, at full build out, the site would include:

    • A 6-1/2-story, 90-unit senior cooperative project (owner occupied) with 173 underground parking spaces. (Applewood Pointe Cooperative) Ten percent (10%) of the units would be for affordable housing (9 units).
    • A two-story, 13,500 square foot 347 seat restaurant with 32 surface parking stalls. Additional parking would rely on the public Jerry’s parking ramp to the west.
    • A 31,643 square foot green space/public plaza area with pedestrian walkways to a bridge that would connect the Jerry’s parking ramp.

    To accommodate the request a Rezoning from PID, Planned Industrial District to PUD, Planned Unit Development would be required. Flexibility would be requested through the PUD Ordinance to vary from setback, building height, parking, and floor area ratio (FAR) requirements. The PUD Zoning is also used to ensure the affordable housing on the site.

    DJR Architects are requesting a sketch plan review to redevelop 4701 77th Street West, by tearing down the existing office building on the site and constructing a 7 story 189-unit apartment. This site is currently zoned PID, Planned Industrial District, and guided OR, Office Residential in the City’s Comprehensive Plan. The allowed residential density in this area is up to 75 units per acre. This site is 2.37 acres in size; therefore, the applicant is proposing to exceed the density on the site at 80 units per acre. The applicant proposes 17 units within the development for affordable housing. To meet the policy 19 units would need to be for affordable housing. To accommodate the request a Comprehensive Guide Plan Amendment to increase density and a rezoning to PUD, Planned Unit Development would be required. Flexibility would be requested through the PUD Ordinance to vary from parking, setback and floor area ratio (FAR) requirements. The PUD Zoning is also used to ensure affordable housing on the site.

    Solhem Development is requesting sketch plan review to redevelop 5780 Lincoln Drive. The proposal is to tear down the existing office building on the site and construct a 4-5 story 195-unit apartment. This site is currently zoned PID, Planned Industrial District, and guided OR, Office Residential in the City’s Comprehensive Plan. The allowed residential density in this area is up to 75 units per acre. This site is 2.6 acres in size; therefore, the applicant is proposing to max out the density on the site at 75 units per acre. Ten percent (10%) of the units within the development would be for affordable housing. To accommodate the requires a Rezoning would be required from PID, Planned Industrial District, to PUD, Planned Unit Development. Flexibility would be requested through the PUD Ordinance to vary from parking, height, setback and floor area ratio (FAR) requirements. The PUD Zoning is also used to ensure affordable housing on the site.

    Sketch plan proposal by Minnesota Made Hockey, to replace an existing outdoor ice rink with a 22,000 square foot training facility at 7300 West Bush Lake Road. The facility would include an 80’ x 150’ turf area, weight training, hockey specific workout area for skating treadmill and stickhandling area as well as a shooting zone, locker rooms/restrooms, offices and building support rooms.

    Proposal by Solomon Real Estate and Rise Development to develop the vacant Lot in the Pentagon South development at 4911 West 77th. The approved plans called the development of a 5-story 153 room hotel. The proposal is to amend the Overall Development Plan to replace the hotel with a 6-story, 200 unit apartment. Ten percent (10%) of the units would be for affordable housing.

    Sketch plan proposal to re-develop the 3.3-acre vacant site at 5146 Eden Avenue. This is the old Public Works site. As proposed, at full build out, the site would include:

    • A 3-story, 40,000 square foot medical office building with two levels of structured parking under and behind the building. Though needed for the development, the applicant has indicated the potential to provide some of the parking as available for district parking as recommended in the Grandview Development Framework.
    • A pedestrian walkway and bridge to connect the Jerry’s parking ramp.
    • A 10,500 square foot public plaza.

    To accommodate the request the following is required:

    • A Rezoning from PID, Planned Industrial District to PUD, Planned Unit Development. Flexibility would be requested through the PUD Ordinance to vary from setback, building height, and floor area ratio (FAR) requirements.     A sketch plan proposal to tear down the existing single-family home and build two villa type homes at 4630 France Avenue. The property to the north contains a 4-unit townhome development that is zoned PRD-2, Planned Residential Development 2. The property to the south is a single-family home zoned R-1, Single Dwelling Unit District. Further south are duplexes zoned R-2, Double Dwelling Unit District. Property to the west is zoned R-1, Single Dwelling Unit District.

    To accommodate the request the following is required:

    • A Rezoning from R-1, Single-Dwelling Unit District to PRD-2 Planned Residential District 2 with setback variances.

    Redevelopment proposal to develop the vacant lot at 4404 Valley View Road. This site was part of the Edina Flats project, and was to have a two-story, four (4) unit condo built on it. The applicant is proposing to build a three-story thirteen (13) unit condo on the site. All the units would be for affordable housing.

    Overall, Edina Flats was 1.27 acres in size and was to have 18 units built. With the proposal for nine (9) additional units, the project would contain twenty-seven (27) units total. The site is guided in the Comprehensive Plan as NN, Neighborhood Nod, which allows up to thirty (30) units per acre. The overall density proposed would be 21 units per acre.

    This request requires a Comprehensive Plan Amendment to increase the height limit from 2 stories to 3 stories; a conditional use permit for the use, and variances for setbacks, height and floor area ratio.

    The Planning Commission will review this sketch plan at the February 24th Planning Commission meeting. City Council will review the sketch plan submittal at the March 2nd City Council meeting.

    CLOSED: This sketch plan was presented at the City Council meeting on February 2, 2021.

    Solem Development has requested a sketch plan review to redevelop 4660 77th Street West, which is part of the Pentagon Park office development. The applicant is proposing to tear down the existing two office buildings on this five acre site and construct a 5-6 story, 404-unit apartment.

    The Planning Commission will review this sketch plan at their January 27th meeting. City Council will review this sketch plan at their February 2nd meeting.
