Each page includes the information that was submitted by the applicant/developer. There is not a public hearing process for sketch plan submittals. These submittals are not formal development applications. If a sketch plan project moves forward, an application will be made to the Planning Department and all legal notification and public hearing requirements would take place at that time.

    The Opus Group has submitted a sketch plan review to redevelop 5100 Eden Avenue. The applicant is proposing to tear down the existing 38,000 square foot office building to build a seven story 138-unit apartment. Ten percent of the units (14) would be provided for affordable housing of households making no more that 50% of the area median income.

    This sketch plan will be considered by the Planning Commission on April 26, 2023 and by the City Council on May 2, 2023.

    Orion Investments is requesting a sketch plan proposal for Phase 2 of the 7200/7250 France Avenue redevelopment site. The approved overall development plan for this site included a 150-unit apartment building. The applicant is proposing to replace the 150-unit apartment with a 150-room hotel with a restaurant on the main level at the corner of France and 72nd Street. The general mass and scale of the building would be the same. (See attached proposed sketch plans below).

    Sketch Plan proposal to redevelop the eight-acre site at 4401 76th Street West. The existing 102,031 square foot building would be removed. The main purpose of the redevelopment of this site, is for the City of Edina to construct a new 36,000 Community Health and Safety Center. The building will provide operational space for the Edina Fire Department and Community Health Department. This facility would be located on the northern third of the site, with the remaining two-thirds of the site available for redevelopment that could include housing, retail, and public space. Trace Jacques of the BKV Group has designed a couple of development scenarios for consideration consider. The scenarios were created based on the Southdale Design Experience Guidelines.

    Sketch Plan Submittal

    This sketch plan will was considered by the Planning Commission on March 15, 2023 and by the City Council on March 21, 2023.


    The Council’s sketch plan review of the new Community Health and Safety Center (Fire Station 2) is significant because it completes the pre-design phase of the project. The next stage of the project is for the architects and other professionals to prepare detailed plans for both the building and site. The project is moving ahead on schedule. We expect the building and site plans to be completed by late 2023 and for demolition of the existing building on the site to start before the end of the year as well. Construction is scheduled to begin in early 2024. Move-in to the new building is expected by late summer 2025.

    Donnay Homes is proposing to tear down the existing duplex at 5201 Grandview Lane to construct a 3-unit townhome. The request would require a Comprehensive Plan Amendment to re-guide the site from LDA – Low Density Attached Residential to MDR – Medium Density Residential; Rezoning from R2, Double Dwelling Unit District to PRD-3, Planned Residential District; and front and rear yard setback variances for the structure.

    A sketch plan request by Donnay Homes was submitted to redevelop 4212 and 4216 Valley View Road. The specific request would be to tear down the existing duplexes and build a 5-unit townhome over the two properties. The two properties are currently zoned R-2, Double Dwelling unit District. The site is guided low density attached residential, which allows between 4-8 units per acre.


    The request would require:

    1) A Comprehensive Plan Amendment to re-guide the site from low density attached to medium density, which would allow up to 12 units per acre; and 2) A Rezoning from R-2, Single-Dwelling Unit District to PRD-3, Planned Residential District.

    This sketch plan was considered by the Planning Commission on October 12, 2022 and it will not be considered by the City Council on October 18, 2022 (the applicant withdrew the item from the agenda).

    A sketch plan request by Lifetime and Simon Property Group was submitted for a residential infill project within existing parking lot area in the northeast quadrant of Southdale Mall. The proposal is to build a 32-story, 300 dwelling unit building with associated parking, added greenspace and public park.

    The city has received a sketch plan request by AbleLight Edina to redevelop the St. Peter’s Church site located at the intersection of France Avenue and Fuller Street. (5421 & 5425 France Avenue) The applicant is proposing to remodel and expand the existing church at 5421 France Avenue. The expansion would be a three-story 48-unit apartment. Twelve of the units would be considered affordable housing and designated for young adults with intellectual and developmental disabilities. The proposal also includes a subdivision to build four single family homes. The request would require a Comprehensive Plan from LDA, Low Density Residential (LDA allows 1-5 dwelling units per acre) to HD, High Density Residential (HD allows 12-60 units per acre); and a rezoning from R-1, Single Dwelling Unit District to PUD, Planned Unit Development. The density of the project would be 33 units per acre.

    A sketch plan request by Orion Investments was submitted to redevelop 7200 and 7250 France Avenue. The proposal is to build a 44,000 square foot grocery store at 7200 France and a 110,000-130,000 square foot medical office building at 7250 France.

    Submittal has been made for the Planning Commission and City Council to consider a sketch plan request to redevelop 4404 Valley View Road. This site was part of the Edina Flats project, and was to have a two-story, four (4) unit condo built on it. The site received a conditional use for multifamily residential use, and several variances for its construction. The applicant is proposing to develop the site with four (4) row houses. The site would include two, two-story, two-unit structures. This request would require a revised site plan and variances for setbacks if a formal application is made.

    Solhem Companies would like to redevelop 4620 77th Street West, which is part of the Pentagon Park office development. The sketch plan proposal is to tear down one of the existing office buildings on the site and construct a 7 story, 276-unit apartment. Ten percent of the units would be for affordable housing. One of the main features of the plan is the provision of new entrance to Fred Richards Park, located on the east side of the existing office building that would remain on the site.
