Brook Drive Culvert Crossing
This project will replace the Brook Drive culverts at Nine Mile creek. The existing culverts and stormwater infrastructure has reached the end of its useful life. The project includes improvements to public utilities and stabilization of the creek bank.

- The project is funded by the stormwater utility fund, there is no special assessed cost to nearby residents.

Schedule;
- It will be a busy week on the creek.
- Monday included setting the base rock and sewer line
- The crane moves in on Tuesday and the contractor hopes to be able to set most of the box culvert in a day.
- Wednesday-Friday will bring rockfill, trench backfill, trail realignment, headwalls, watermain and storm sewer connections
- The contractor plans to have a one lane road open for access on Friday evening.

At approximately 8:00 am on Tuesday, October 15th, the watermain will be shut down for the day for construction. Water service will be interrupted, and we will send an update when service is back up and running.

We're getting close to construction. Here is the latest and questions and answers for the topics on your mind.
- October 2, 11:30-1:30, I will be out with project inspectors going door to door to hear your questions and provide any specific context you need.
- Week of October 1st - Sewer televising and lining trucks will be in the neighborhood, cleaning and living
- Week of October 7th - Tree removal contractors will be sawing and loading tree debris, contractor will be doing initial removals of walls, pavement, etc.
- October 14 Road closure starts: Move cars out by 7am and park on Brook Drive west of Limerick Ln.
- Week of October 14 Construction and road closures starts.
When construction starts, we will be in close communication though this website and using door hangers and door knocking for specific information.
- Q: Can the city help with security for cars? A: Yes, Police agreed to extra patrols along 'the triangle' of Brook, Limerick, and Hillside.
- Q: Where do I get mail? A: There will be a temporary bank of mailboxes at the triangle.
- Q: Where do I get package deliveries? A: This will be based on the delivery company policy and the size of the delivery. Some may use the pedestrian path, others may require off-site pickup, others may use the mailboxes. You can plan ahead by limiting large package delivery during this time.
- Q: Tell me more about access for home contractors. A: Plan ahead and notify contractors of access limitations to pedestrian only during closure.
- Q: Tell me more about work hours, noise, dust and vibration. A: Allowable hours are M-F 7am-7pm, Saturday 9am-5pm. Yes, there will be noise, dust and vibration. We'll work to limit and monitor and/or mitigate each with active construction observation.
- Q: Garbage! Help! A: For those east of the bridge, put garbage bin down to the end of the driveway with duct tape labeled in permanent marker with your address. Contractor will get the garbage bins to the west side of the bridge for pickup and back after pickup.
- Q: Tell me more about public safety? A: The project team and contractor are actively coordinating with Edina Police, Fire and Ambulance. In addition to provisions for emergency access, fire suppression, the project team will be sharing public safety information from Police and Fire as we meet residents door to door.

The current production schedule of the box culvert has delivery on 10/15/24. The probable road closure window is October 15 to October 25, with the possibility to shift earlier or later by 1 week.
The early work will include removal of the road and bypass of the sanitary sewer. The main work will include placement of the box culvert and storm sewer. The later work will include road base and road.

Utility companies, contractors, project surveyors and engineers are out from time to time to mark, measure, note and plan and choreograph all the work that is planned.
The box culvert is being made at Rinker Materials in Stacy MN and is in the queue for production. The project team is meeting with the contractor in early August and we'll share a schedule for construction as soon as its available.

We are working with the contractor and design engineer on key timeline items such as production of the box culvert and final permit approval with the Nine Mile Creek Watershed District. A planned schedule will be shared with the neighborhood as soon as it's available.

Here are key issues we are still tracking;
- Expect vehicle closure of the bridge for a maximum of two weeks, with temporary pedestrian access available. We will provide schedule information once a contractor is selected in summer.
- We are offering a hotel option for residents with a medical need
- We have a design for water and sewer crossings, we will coordinate several short water outages with affected residents during the project.

- We're working to reduce the time (and possibly eliminate) the temporary access period where cars would not be able to access across the creek by making subtle modifications to the road alignment.
- If the temporary access period is unable to be eliminated, we are coordinating with Edina police and fire services to make sure we have emergency access provisions and close coordination
- The large reinforced concrete pipe to the west needs replacement as it's flow line is decayed with reinforcing steel evident in CCTV video.
- The watermain crossing of the box culvert needs careful consideration to manage the risk of freeze.
