This project began construction in 2022 and will continue in 2023. The work includes:

  • Complete reconstruction of the asphalt pavement,
  • Full replacement of concrete curb and gutter and sidewalk,
  • Replacement of fire hydrants and watermain gate valves. The project will also include new water services between the main in the street and the property’s shut-off valve (curb stop),
  • Improvements to the sanitary sewer and storm sewer systems, including flood risk reduction improvements, and
  • Assessments to property owners for the roadway project costs, at $8,338.95 per residential equivalent unit

    Phase 1 - Utility Work Continues

    • Michels is now scheduled to complete the gas main replacement in the roadway of Lynn Ave during the week of 6/20.
    • Upon completion of the gas main replacement on Lynn Ave, the contractor will begin excavating the streets and installing the new roadway base. This work is now anticipated to begin the week of 6/27.
    • Following the roadway excavation, concrete curb and gutter will be installed. This work is scheduled for late in the week of 6/27.


    Phase 2 - Watermain Work to Begin

    • The contractor will continue setting up temporary water service connections through 6/17.
    • Kusske Construction will be reaching out to you to set up temporary water service. They will need access to the home to finalize the switch.
    • Watermain work is scheduled to begin on 6/21 on Oakdale Ave south of Branson.
    • The watermain work throughout the phase is scheduled to be complete the week of 6/21.

    Street Parking During Construction

    • Please remember that there is no on street parking during active construction unless you are instructed to via door notification.


    Phase 1 - Utility Work Continues

    • Completion of the storm sewer work is anticipated for 6/10.
    • Michels, on behalf of CenterPoint Energy, will be replacing the Lynn Ave gas main in the roadway during the week of 6/13.
    • Upon completion of the Lynn Ave gas main replacement, the contractor will begin roadway excavation and installing the new roadway base. This work is anticipated to begin the week of 6/20.


    Phase 2 - Removals and Temporary Watermain

    • The concrete curb and gutter, sidewalk, and driveway removals are ongoing and anticipated to be completed on 6/9.
    • The above ground temporary watermain is being installed and tested. The contractor anticipates switching homeowners to the temporary water service later this week.
    • Kusske Construction will be reaching out to homeowners to set up temporary water service. They will need access to the home to finalize the switch.

    Phase 1 - Utility Work Continues

    • Water services have been completed.
    • The remaining sanitary sewer and storm sewer improvements are now anticipated to continue through the week of 6/13.


    Phase 2 - Removals and Temporary Watermain

    • The Contractor is scheduled to remove curb, sidewalk, and driveways on 6/3 and early in the week of 6/6.
    • The contractor is scheduled to begin setting up and testing the above ground temporary watermain during the week of 6/6.
    • During the week of 6/6 Kusske Construction will be reaching out to residents to set up temporary water service. They will need access to the home to finalize the transition to the temporary watermain.


    Material Delays and Shortages

    • Due to nationwide shortages of building materials, the contractor is anticipating longer than average delivery times which may impact the duration of each construction phase.


    Power Outage

    City Staff were alerted to a power outage in the neighborhood around 8:45 AM, and power was restored around 10 AM. This was unrelated to the reconstruction activity and residents are encouraged to contact Xcel directly for updates if future power outages occur.

    Phase 1 Utility Work Continues

    • The contractor anticipates completing the water service replacement by 6/3.
    • Following the watermain work, replacement of substandard sanitary and storm sewer manholes will begin. This work is anticipated to last through 6/3.




    Phase 2 to Begin Week of 5/31

    • The Contractor is scheduled to remove curb, sidewalk, and driveway ends during the week of 5/31 in preparation for the temporary above ground watermain.
    • The contractor is scheduled to begin setting up and testing the above ground temporary watermain at the end of the week of 5/31.
    • During the week of 6/6 Kusske Construction will be reaching out to residents to set up temporary water service. They will need access to the home to finalize the transition to the temporary watermain.

    Phase 1 Utility Work to Begin

    • The Contractor is scheduled to complete removal of concrete driveway aprons, sidewalk, and curb and gutter on 5/18.
    • Kusske Construction is scheduled to begin the watermain work on 5/19. During the water service replacements, check your front door for notifications of related to driveway access and temporary water shutoffs. The watermain work is anticipated to conclude around 6/1.
    • Please set out your garbage and recycling containers by 6 AM. We have encouraged haulers to arrive between 6 and 7 AM to avoid conflicts with the contractor and their operations.
    • Parking restrictions are in effect for Phase 1. There is No Parking from the hours of 7 AM to 9 PM (or until the contractor has noticeably left for the day).

    Project Kickoff!

    • GMH Asphalt began work on 5/9.
    • The contractor is scheduled to reclaim Lynn Ave, Littel St, Oakdale Ave (both segments), and Branson St on 5/12. Reclaiming is the process of grinding the existing asphalt into an gravel base.
    • Removal of curb and gutter, sidewalk, and driveway aprons will begin as necessary in preparation for the underground utility work.
    • Watermain related work is scheduled to begin the week of 5/16.

    Please see the following updates relating to CenterPoint Energy's gas main and service replacement project.

    1. CenterPoint Energy’s contractor, Michels Corporation, is scheduled to begin gas main installation on April 4.
    2. CenterPoint Energy's work is not part of the City's Morningside D & E Neighborhood Roadway Reconstruction contract.
    3. This work is occurring to replace old steel gas main and services prior to the City’s project.
    4. Work is anticipated to begin on West 42nd Street between Grimes Ave and the St Louis Park Border (just west of Oakdale Ave).
    5. Work will continue on the remaining streets later in the spring.
    6. City staff will only be onsite for this work periodically to ensure the gas main is not placed in the way of our future infrastructure.

    Oakdale Avenue between Branson Street and the dead-end south of Branson Street will be a 24-feet wide street with parking on only the west side of Oakdale Avenue.

    Thank you to those that responded to the questionnaire. 8 out of 9 returned questionnaires preferred this option over the 27-feet wide street with parking on both sides option.

  • Project Update - City Council Authorization

    The City Council authorized the design and contractor bidding phase for the project on December 21. Preparation of final plans and specifications will be prepared this winter, followed by solicitation of contractor bids. We anticipate construction beginning in April or May 2022. The estimated preliminary assessment amount is $9,300 per residential equivalent unit, payable beginning in 2023 after construction is complete.
