This project, scheduled for construction in 2024, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,
  • Complete replacement of the majority of the watermain and water services,
  • Improvements to the sanitary sewer and storm sewer systems,
  • Complete replacement of the street lighting system, and
  • Construction of a concrete sidewalk along Barrie Road and a portion of West 65th Street and Heritage Drive to complete gaps in the pedestrian network.
  • A preliminary assessment amount of $950.00 per multi-family residential unit (condominium or apartment owner), was approved by the Council at the December 2023 public hearing. This $950.00 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties.

    Traffic Update

    • The following roads will remain CLOSED during the week of 4/28 due to sanitary sewer improvements.
      • The intersection of Barrie Road and W 65th Street
      • W 65th Street between Drew Avenue and Barrie Road
      • Colony Way entrance from W 65th Street
        • Colony Way will be accessible from Barrie Road during this time.

    • The intersection of Barrie Road and W 65th Street is tentatively scheduled to reopen by 5/2 following the completion of sanitary sewer improvements.
    • W 65th Street between Drew Avenue and Barrie Road will remain closed following the completion of sanitary sewer improvements due to storm sewer improvements.


    Metro Transit

    • Metro Transit’s bus station construction is scheduled to be completed by the end of June 2025.

    Construction on W 65th Street and Barrie Road is scheduled to resume on Monday, 4/14 and be substantially completed by 6/30. The W 65th Street work will begin with asphalt pavement removal, followed by sanitary sewer improvements.

    Traffic Update

    • The following roads will be CLOSED beginning on Monday, 4/14 due to sanitary sewer improvements.
      1. The intersection of Barrie Road and W 65th Street
      2. W 65th Street between Drew Avenue and Barrie Road
      3. Colony Way entrance from W 65thStreet
        • Colony Way will be accessible from Barrie Road during this time.

    Metro Transit

    • Metro Transit is currently constructing a new bus rapid transit station for the new E Line on W 65th Street between France Avenue and Drew Avenue in front of Southdale Hospital.
    • This project is NOT part of the City’s Southdale B road reconstruction project on W 65th Street.
    • The bus station construction is scheduled to be completed by the end of June 2025.

    Visu-Sewer will be lining the City’s sanitary sewer main via access through manholes in the street. The lining is scheduled to begin on Barrie Road on March 24 and is anticipated to be complete by March 28, weather dependent.

    • The work will occur in the evening and early morning between the hours of 8 PM and 6 AM.
    • Parking will NOT be allowed on the street during this work.
    • Property owners will inform you if/when there will be a water shut off at your residence.
    • Limiting major water use is required to avoid a sewer backup.
    • Avoid running your washing machine or dishwasher during this work or you risk your sewer backing up.
    • Pungent odors from the lining process are common.
    • To prevent odors in your home, pour a gallon of water into floor drains and any infrequently used sinks.
    • See the attached notice and flyer for details, which will include information on the process, and approximate length of time your water usage should be minimized.

    The City’s contractor, Visu-Sewer, is scheduled to clean the sanitary sewer main pipe beginning on 12/19 and lasting 5 working days. No work is scheduled for 12/24, 12/25, or weekends. The cleaning work is in preparation for lining the sanitary sewer main. Below are some key details to know about this work.


    • Access to Barrie Road and Heritage Drive will remain open, however, expect short term delays driving on Barrie Road and Heritage Drive during the work. Please plan your trips to account for these short-term delays.
    • This work will involve a large truck parked in the street at the manholes.
    • Parking will NOT be allowed on the street during this work. Temporary no parking signs will be installed.
    • The work will begin on Heritage Drive, transitioning to Barrie Road.
    • Installation of the sanitary sewer main pipe liner is expected to begin in late January 2025.


    We’re sorry for the inconvenience. Sewer cleaning and lining cannot occur until the utility and roadway work is substantially complete.

    • CenterPoint Energy is scheduled to conclude by 12/13.
    • This work is not part of the City’s Southdale B Neighborhood Road Reconstruction contract.

    Access will be OPEN beginning approximately 2 PM today, 11/18, to both Heritage Drive from Xerxes Avenue AND to Barrie Road from W 66th Street.

    Traffic Update

    • Expect short term delays driving on Barrie Road and Heritage Drive on Monday, November 18 due to asphalt paving. Please plan your trips to account for these short-term delays.
    • Access to Barrie Road from W 66th Street will be closed during asphalt paving. This daytime closure is anticipated to one day. Barrie Road will be accessible from W 65th Street during this time.
    • Access to Heritage Drive from Xerxes Avenue will be closed during asphalt paving. This daytime closure is anticipated to one day. Heritage Drive will be accessible via York Avenue during this time.
    • Asphalt paving work is expected to begin at 7 AM and last until 5 PM. This paving work is expected to only last 1 day.
    • Please do not park any vehicles on the street until the roadway has been completely paved. You risk your vehicle being towed.

    Important Paving Notes

    • Paving the final layer of asphalt on Barrie Road and Heritage Drive is scheduled for Monday, 11/18.
    • Asphalt Bonding Application:
      • Before paving, crews will apply a sticky liquid on top of the existing pavement before laying down the final asphalt layer. It’s a thin, black coating that acts like glue, helping the new asphalt stick better to the old surface.
      • Sticky surface: Because it's sticky, if you drive through it before the new asphalt is laid, it can get on your car tires and leave permanent marks on your vehicle and driveway. If you need to get out of your driveway before the asphalt is paved, you may do so, but please go slow so it will not track onto your vehicle. The City will not be responsible for removing this.
      • Prevent driveway access: If you wish to deter others from using your driveway as a turnaround, place your garbage cans at the bottom of your driveway for the day.
    • Contractors/Personal Services:
      • Please inform any contractors or personal services (e.g., cleaners, landscapers) about this schedule so they can plan accordingly.
    • After Paving:
      • Rolling and Compaction: Once the new asphalt is placed, large rollers will compact the surface. If you must drive on the freshly paved street, please do so slowly and avoid sharp turns to prevent damage to the new pavement.
      • Vehicle Return: Once the paving and rolling are complete, you may return your vehicles to your driveway.


    W. 65th Street

    • Asphalt paving is scheduled 11/19. Stay tuned for important updates regarding traffic impacts on Monday, 11/18. This is a temporary pavement surface.
    • Installation of utilities and construction of the permanent roadway and sidewalk are scheduled for Spring/Summer 2025.

    Although the first layer of asphalt is complete on the majority of Barrie Road and on Heritage Drive, no parking remains in effect. Please do not park on the street during working hours. You may get towed. This will give the contractor the proper space to do work. Thank you for your cooperation.


    Barrie Road and Heritage Drive

    • Paving the final layer of asphalt is scheduled for 11/18.
    • The remaining sod installation is scheduled to begin the week of 11/4. See written tips for care of your new sod here and a video here.
    • Remaining sign installation is scheduled to begin the week of 11/4.
    • Retaining wall installation will continue into the week of 11/4.
    • Miscellaneous landscaping items are scheduled to begin the week of 11/4.


    W. 65th Street

    • Unfortunately, Xcel Energy delays have prevented the contractor from completing both the utility work and asphalt paving on W. 65th St. Therefore, the utility and concrete curb improvements will be postponed until 2025.
    • Temporary asphalt paving is scheduled for the week of 11/18.
    • Installation of utilities and construction of the roadway and sidewalk are scheduled for Spring/Summer 2025.


  • Xerxes Avenue and Westbound Highway 62 Exit Ramp Lane Closures

    One Xerxes Avenue southbound and one Xerxes Avenue northbound lane will be closed at the Highway 62 bridge on Tuesday 10/29 to facilitate watermain improvements by New Look Contracting. One westbound Highway 62 exit ramp lane will be closed as well. The lane closures are expected to begin at 9 AM and conclude at 3 PM. See exhibit for reference.

    W. 65th Street

    • The work will conclude mid to late November. The later the season gets, the likelihood of needing to postpone the W. 65th St concrete curb work and install temporary asphalt pavement increases. A decision on this has not been made yet. Xcel Energy delays on W. 65th St have not helped complete the work in a timely fashion.
