York Avenue Trunk Sanitary

The project includes design and construction of a new trunk sanitary sewer pipe and manholes in the southbound lanes of York Avenue (CSAH 31) between the Promenade and 69th Street West intersection. The improvements are listed in the 2023-2028 Capital Improvement Plan (CIP) under CIP #19-335 and are funded by the sanitary sewer utility.
Planned construction is for Summer/Fall 2025
The scope of construction includes;
- 2 phases of construction over 4 months to construct new and upgraded Sanitary sewer pipe
- Phased closures of southbound York between the Promenade and 69th Street West
- New sections of road, curb, crosswalks and catch basins

- Nighttime water outage will be coordinated for valves affecting 7101, 7141, and 7151 York. These outages will be communicated by Edina Public Works directly with each affected property.
- Placement of new road aggregate base in south phase.
Week of 7/21
- Placement of curb and gutter, concrete driveways, walks, and final grade of aggregate base.

Key update:
- A momentary, accidental water outage today was caused by mistakenly turning the wrong valve.
- An approximately 4 hour water outage will be coordinated on 7/2 with 7201 York.
- The contractor continues to construct the new sanitary sewer south of Hazelton Road, working north.
This week
- Road base construction on the south part of the work, and several water valve replacements
- Utility work continues with excavators, loaders and trucks. This will include back up beeping sounds, rattling and booms as we move around heavy pipes and maintenance access structures. We also have generators running during the work.
- Excavation will be backfilled or fenced at the end of each day. Please note any after-hours pedestrian access to the work zone to the City of Edina Police non-emergency line; at 952-826-1600
- Removals will begin in the Hazelton Rd intersection and continuing north toward 70th St. The 70th St intersection will remain open to traffic
Week of 7/7
- Utility work, installation of main sanitary sewer line by digging with a large excavator. Just like last week, but moving further north through the week..
- Some storm sewer and water main repairs are also expected this week.
- Placement of the new roadway base is expected to begin this week.
Week of 7/13
- Utility work, installation of main sanitary sewer line by digging with a large excavator. Just like last week, but moving further north through the week.
- Placement of the new roadway base is expected to continue.
- The new curb and gutter could begin to be poured by the end of the week.

Key update:
- The west half of the Hazelton Road intersection will close on Monday, June 30. The intersection will remain open to northbound traffic only. The driveway to the businesses at 7101 York Ave will also remain open.

Key update:
- The contractor will be replacing old water valves when the opportunity arises for 7201 York, and 7141 York, with the outage for the later also affecting 7151 York. We will be reaching out the the property managers directly to share contact information with the contractor. The contractor will provide 48 hours notice ahead of the 4 planned hour water outage.
This week
- Utility work is underway with excavators, loaders and trucks. This will include back up beeping sounds, rattling and booms as we move around heavy pipes and maintenance access structures. We also have generators running during the work.
- The chance remains for additional emergency water outages as we work with old valves and insert new valves. Any outages required will immediately be communicated as they become known.
- Excavation will be backfilled or fenced at the end of each day. Please note any after-hours pedestrian access to the work zone to the City of Edina Police non-emergency line; at 952-826-1600
- Sweeping and rock deliveries will be taking place throughout the week.

Pedestrian Access

This is for pedestrian safety as construction activities will be near the existing sidewalk. We’ll also be replacing sidewalk at each of the York Plaza/Apartments driveways and the Hazelton Rd and 70th St intersections.
Alternative Routes:
- The Promenade - Access from the Promenade to Hazelton Rd or points north is the primary alternative. The promenade crossing York Avenue and 70th St will be open throughout the course of construction. Hazelton Rd and 69th Street crossings will be closed during parts of the project, but typically one will be available.
- East side of York Ave - Access along the east side of York will be open until the Hennepin County Library project requires its closure. We are coordinating between the projects to try to limit both side closures.

- Watermain and valve work on the evening of 6/10 at Hazelton and York will include night work and water service disruption to 3 block area of York Avenue. Water outage is expected to start at 9pm with the outage lasting until about 2am. Utility staff are notifying property managers to help get the word out to residents and report that Edina fire will be on fire watch during the outage.
This week
- Traffic control set up went well and staff and Hennepin County monitored peak hours for possible adjustments. Please be cognizant of road closures and follow the signed detour. Do not attempt to drive past road closure barricades
- Mobilization of equipment and materials on site with semi trucks and trailers
- Milling and reclamation of the blacktop surface with a milling machine starts Wednesday. This work is noisy and can include some dust.
- Hauling and stockpiling of reclaimed material within the construction zone
- Temporary blacktop driveway exit for York Plaza area will be installed Friday.
- Intermittent, but short-term (less than 10 minute) disruption to driveways expected during milling and reclamation operations.

Construction Start Date - June 9th

On that day, southbound York Avenue will close to traffic between the York Plaza Apartments and just south of the 70th Street intersection. A detour to France Avenue will be in place via 69th Street. Northbound traffic on York Ave will remain open throughout construction. Refer to the map below.
Within phase 1, the Hazelton Road intersection will remain open to traffic until construction has progressed far enough to force its closure (approximately early July). Phase 1 is tentatively scheduled to be completed around early September, at which time work within phase 2 will begin. Further updates on exact timing will be provided throughout the summer.
York Plaza Apartments and Condos Access
Access to York Plaza Apartments and Condos will be maintained via northbound York Avenue throughout construction. Residents exiting the apartments and condos may do so via the southern driveway and making a right turn onto York Ave. Left turns will not be permitted.
Target Access
Access to Target will be possible from the west on both Hazelton Road and 70th Street throughout construction. Northbound traffic on York Ave will be able to access Target via Hazelton Road (until early July) and via 70th Street (until phase 2 begins). Southbound traffic on York Ave will also be able to access Target via 70th Street until phase 2 begins. The Target driveway on York Avenue will be closed beginning on June 9th for the remainder of construction.
We understand that construction will be impactful and will cause delays this summer and fall. Your patience and understanding are greatly appreciated.
