The project includes design and construction of a new trunk sanitary sewer pipe and manholes in the southbound lanes of York Avenue (CSAH 31) between the Promenade and 69th Street West intersection. The improvements are listed in the 2023-2028 Capital Improvement Plan (CIP) under CIP #19-335 and are funded by the sanitary sewer utility.

Planned construction is for Summer/Fall 2025

    Key Update

    • Traffic control change to Phase 2b, which closes eastbound 69th at the east most Galleria entrance is schedule for Wednesday September 17th.

    This week

    • Installation of new sanitary sewer pipe.
    • Coordination with private utilities to locate, clear, deenergize or relocate lines on the alignment near 69th and York to prepare for late September sewer installation. This week there will be communications contractor working near 69th to do this work.

    Week of 9/15

    • Installation of new sanitary sewer pipe.
    • A <1 day lane closure on northbound York right turn lane near 69th, likely the 16th or 17th of September.
    • Traffic control change to Phase 2b, which closes eastbound 69th at the east most Galleria entrance

    Week of 9/22

    • Installation of new sanitary sewer pipe.

    Key Update

    • Signal electrical work at Hazelton.
    • A 'quiet' week as we move forward in the second phase. The work in late September gets much more technical with many utility crossing near 69th, and relocation of part of the signal arms

    • Removal of bituminous pavement, curb and gutter, and sidewalk
    • Installation of new gate valves. At this time, a shutdown of the existing water main is not expected for the work to occur
    • Begin installation of new sanitary sewer pipe north of Hazelton Road

    The contractor and project staff are actively working with Hennepin County Traffic management staff to make the signals work better with the phase closures.

    Key Update

    • The switch over for Phase 2 will occur tomorrow, Wednesday, August 27 around 6-7am. With this change, southbound York Ave will be closed to traffic from 69th Street to just north of Hazelton Road. The current detour to France Ave will remain unchanged.
    • The phase change will come with 1 day of closure for both Hazelton Road and 70th Street (2 eastbound intersection lanes, right and through at York). Hazelton Road is expected to re-open to traffic about 6pm on Wednesday August 27.

    This week

    • Installation of pavement markings
    • Changeover of southbound York Ave closure from phase 1 to phase 2
    • Installation of erosion control measures within phase 2 work area
    • Removal of bituminous pavement within phase 2 work area

    Week of 9/1

    • Removal of bituminous pavement, curb and gutter, and sidewalk
    • Installation of new gate valves. At this time, a shutdown of the existing water main is not expected for the work to occur
    • Begin installation of new sanitary sewer pipe north of Hazelton Road

    Week of 9/8

    • Phase 1 is wrapping up with turf restoration, the paving of the final layer of bituminous pavement, and pavement markings/signs.
    • The switch over for Phase 2 is now expected to occur on Wednesday, August 27. With this change, southbound York Ave will be closed to traffic from just 69th Street to just north of Hazelton Road. The current detour to France Ave will remain unchanged.
    • The phase change will come with 1 day of closure for both Hazelton Road and 70th Street (2 eastbound intersection lanes, right and through at York), also expected to occur on August 27. Hazelton Road is expected to re-open to traffic on Thursday, August 28.

    This week

    • Placement of topsoil and sod
    • Paving of final layer of bituminous pavement on Thursday, August 21. There may be short durations (less than 15 minutes) while pavement is being placed in or in front of driveways where access is not possible. Please be patient.

    • Phase 1 is wrapping up with restoration of roadways. This phase will be paved, striped and open to traffic before we move to Phase 2, north of Hazelton.
    • Most probable time for Phase 2 switch over would be September 2, after the holiday weekend.
    • The phase change could come with 1 day of closure for Both Hazelton Road and 70th Street (2 eastbound intersection lanes, right and through at York)

    This week

    • Paving of first two layers of bituminous pavement (roadway and driveways). There may be short durations (less than 15 minutes) while pavement is being placed in or in front of driveways where access is not possible. Please be patient.
    • Placement of remaining concrete sidewalk
    • A contractor for Xcel Energy may be on site to replace street lights this week. (Currently at-risk as Xcel is nonresponsive) If they miss this window, they may have to close a lane to work on the P1 area.

    Week of 8/18

    • Concrete cure time
    • Installation of signs and pedestrian crossing equipment.
    • Placement of topsoil
    • The final layer of bituminous pavement may be paved this week (slight chance late week)

    Week of 8/25

    • The final layer of bituminous pavement will be paved this week

    • Preparation for phase switch over.

    A quick Thursday update on the project schedule for the end of the week of 7/28:

    We're expecting to see the concrete subcontractor on site later today, Friday and Saturday. Rain delayed their work on a separate project and there we delayed showing up to York.

    We know it's frustrating to see waits during the project, but we do not expect delays to this phase. We'll let you know if conditions change or if do expect a delay. The remainder of this phase will have two more periods of low-to-no work, once for concrete cure time, and the next for blacktop time limitation between paving two layers and striping the road.

    • Phase 1 is wrapping up with restoration of roadways. This phase will be paved, stripped and open to traffic before we move to Phase 2, north of Hazelton. We are working with the businesses north of Hazelton to introduce the Phase 2 traffic control plan so each can work with customers and suppliers for a smooth transition to phase 2 currently planned for the first week of September.
