York Avenue Trunk Sanitary

The project includes design and construction of a new trunk sanitary sewer pipe and manholes in the southbound lanes of York Avenue (CSAH 31) between the Promenade and 69th Street West intersection. The improvements are listed in the 2023-2028 Capital Improvement Plan (CIP) under CIP #19-335 and are funded by the sanitary sewer utility.
Planned construction is for Summer/Fall 2025
The scope of construction includes;
- 2 phases of construction over 4 months to construct new and upgraded Sanitary sewer pipe
- Phased closures of southbound York between the Promenade and 69th Street West
- New sections of road, curb, crosswalks and catch basins

Project phasing and the detour route, as previously communicated, will remain the same.

On that day, southbound York Avenue will close to traffic, with a detour to France Avenue in place via 69th Street. Northbound traffic will remain open throughout construction.
To improve efficiency for the contractor, it has been agreed to construct the project in two phases, as shown below:
- From the York Plaza Apartments and just south of 70th Street
- From the 70th Street intersection to 69th Street
Within phase 1, the Hazelton Road intersection will remain open to traffic until construction has progressed far enough to force its closure (approximately late June). Phase 1 is tentatively scheduled to be completed around late August, at which time work within phase 2 will begin. Further updates on exact timing will be provided throughout the summer.
Access to York Plaza Apartments and Condos will be maintained via northbound York Avenue throughout construction. Access to Target will be possible from the west on both Hazelton Road and 70th Street after the Hazelton Road intersection closes. The Target driveway on York Avenue will be closed beginning on June 2nd for the remainder of construction.
Work is anticipated to be completed around mid-October.

While an exact construction schedule is still being developed, construction is expected to begin in early June and tentatively be completed in late October (weather pending).
The work will be broken up into 3 total phases, as shown on the map. Southbound York Avenue will be closed to through traffic for the duration of the project. The detour route (view detour map on right sidebar) will follow 66th Street, France Avenue, and 76th Street. Local access to Hazelton Road, 70th Street, and 69th Street will be maintained until construction progress forces their closures. Northbound York Avenue will remain open to traffic throughout construction.
Phase 1 will be broken into two smaller phases to maintain access to York Plaza Apartments and Condos from northbound York Avenue only as shown. Access onto York Avenue will be maintained via temporary surfacing from the southern driveway only as shown.

In 2024 we paused to review possible watermain needs along the same alignment and found there were better alternatives that did not require upsizing of the water on York Avenue.
I will be connecting with everyone who emailed and connected last winter and sending out a letter to the affected properties again with schedule information and links to this website.

In the meantime, City staff is discussing the possibility of constructing a new Water Treatment Plant on York Ave near the project limits in place of the exiting Fire Station. If the plant becomes a reality in this location, it would lead to increased water main pipe size within the project area.
As a result, this project is being temporarily put on hold until the treatment plant location is reviewed and water main replacement on York Ave (if needed) is designed. The goal is for construction of this project to proceed in the 2025 construction season.

- This work is only in the southbound lane
- We're working from the south to the north
- Phase 1a and 1b (Hazelton intersection and south) is split to maintain traffic access for York Plaza and York Condos east and west
- We're reaching out specifically with three properties with key access constraints
- Sanitary service is generally not interrupted, we've reached out to one property individually where a <1 day outage is planned
- We're in design phase now with bidding and contractor selection to follow. We'll share an approximate start date in the Spring once a contractor is selected
