This project is scheduled for construction in 2023. The work typically includes:
- Complete reconstruction of the asphalt pavement,
- Full replacement of concrete curb and gutter is anticipated,
- Complete replacement of watermain and water services is anticipated,
- Replacement of fire hydrants and watermain gate valves,
- Improvements to the sanitary sewer and storm sewer systems, and
- Construction of concrete sidewalks along Kipling Avenue (west side), Monterey Avenue (west side), Inglewood Avenue (south / east side), West 40th Street (south side) as well as Lynn Avenue (east side) and Grimes Avenue where gaps in the sidewalk network exist on the east side.
- A preliminary assessment amount of $13,800 per Residential Equivalent Unit was approved by the Council at the December 2022 public hearing. This $13,800 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties. Favorable bids were received. If unforeseen changes do not occur during construction, an assessment cost savings of up to 30% could occur.

- Concrete sidewalk installation and the base layer of asphalt paving is complete.
- Irrigation system repairs will begin the week of 8/28. Please contact Nina if you have a system that needs to be restored.
- Topsoil installation is scheduled to begin the week of 8/28.
- If you had landscaping plantings, rock etc. impacted by construction, we need your help providing an itemized list of replacement landscaping items so the contractor can place the order with their supplier. Please reach out to Nina with details.
Phase 2: Monterey Ave and Lynn Ave
- Roadway excavation and gravel installation began and will continue the week of 8/28.
- Excavation is anticipated to be deep on the south half of Lynn Ave and Monterey Ave. This work will take approximately 2-3 days to complete once the contractor begins in this area. Temporary loss of driveway access and traffic delays are to be expected. Driveway access will be restored at the end of each workday. Please contact Nina if you need special assistance or concerns during this work.
- Concrete curb and gutter, driveway aprons, and sidewalk work is scheduled to begin soon after the Labor Day holiday.
Phase 3: Kipling Ave and W 40th St
- Dewatering began the week of 8/21. Dewatering is the process of lowering the underground water table which is needed to complete the underground utility installations.
- This process requires the use of a generator which will run 24 hours a day, 7 days a week until the work is completed. This work will take approximately 2 weeks to complete.
- Following temporary water setup, the utility subcontractor, Kusske Construction, will be reaching out to residents to set up temporary water service. They will need access to the home to finalize the transition to the temporary water main.
- Water main improvements will begin the week of 8/28.
- Water service installation will begin following the completion of water main installation.
- Storm sewer and sump drain installation will begin following the completion of water main improvements.

- The base layer of asphalt paving is scheduled for 8/23, ahead of school resuming.

Phase 2: Monterey Ave and Lynn Ave
- Properties on Lynn Ave who were placed on temporary water main service were restored to permanent service.
- Sump drain and storm sewer installation is complete.
- Roadway excavation and gravel installation is tentatively scheduled to begin the week of 8/21, following completion of final roadway grading in Phase 1.
- Concrete curb and gutter, driveway aprons, and sidewalk work is scheduled to begin after Labor Day.
Phase 3: Kipling Ave and W 40th St

- Final roadway grading is scheduled to occur the week of 8/14, and the base layer of asphalt paving is tentatively scheduled for the week of 8/21.

- Watermain installation is complete on Lynn Ave and the south half of Monterey Ave. Water service installation will begin the week of 7/31.
- Storm sewer installation began and will continue into the week of 7/31. Sump drain installation will follow water service installation and storm sewer improvements.
- Roadway excavation and gravel installation is tentatively scheduled to begin on Monterey Ave following completion of the utility work and Phase 1 excavation.

Phase 2: Monterey Ave and Lynn Ave
- Removal of concrete curb and gutter and driveway aprons will continue into week of 7/24.
- Please recall the watermain and water services will not be replaced along the north half of Monterey Avenue. The main and services are owned by the City of St. Louis Park.
- Temporary water setup is complete for homes on the north half of Lynn Avenue. Homes have been transferred to temporary watermain service.
- The south half of Lynn Ave and all of Monterey Ave will not be placed on temporary water service. However, properties in this area will experience short term shut offs ranging from 4-8 hours. Check your front door daily for date and duration of shut off.
- Water main improvements will continue the week of 7/24.
- Storm sewer and sump drain installation will follow water main improvements.
- Check your front door daily for temporary loss of driveway access.
