This 2025 construction project includes:
- Complete reconstruction of the roadway asphalt pavement,
- Full installation or replacement of concrete curb and gutter,
- Complete reconstruction of two alleys west of Madison Avenue,
- Complete replacement of the watermain and water services,
- Improvements to the sanitary sewer and storm sewer systems, and
- Proposed construction of multi-modal facilities along:
- Monroe Avenue (5' sidewalk)
- Belmore Lane (8' shared use path)
- Washington Avenue (8' shared use path)
- The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
- A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
- An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
- If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

- Retaining wall installation is scheduled to begin the week of 8/4.
Alleys west of Madison Avenue
- The concrete valley gutter and curb installation is complete.
- Alley paving will occur at a future date when the Phase 2 roadways are paved.
Phase 2
- Water service installations are complete on Monroe and Madison Ave.
- Storm sewer and sump line installation will continue the week of 8/4.
Phase 3
- Removals of the existing curb and driveway ends on Adams Ave, Jefferson Ave and Washington Ave will continue into the week of 8/4.
- Temporary water line installation is scheduled to continue into the week of 8/4.

- A short portion of the alley will receive concrete curb and valley gutter for drainage purposes. Concrete installation is scheduled for Monday, 7/28.
- Alley paving will occur at a future date when the Phase 2 roadways are paved.
Phase 2
- Water service installation on Monroe Ave is scheduled to continue the week of 7/28.
- Water service installation on Madison Ave is complete.
Phase 3
- Removals of the existing curb and driveway ends on Adams Ave, Jefferson Ave and Washington Ave will continue into the week of 7/28.
- Temporary water lines are scheduled to be setup the week of 7/28.

- The first layer of asphalt paving is scheduled for Thursday, 7/17, weather permitting.
- Asphalt driveways will be replaced at a later date.

- Storm sewer replacement in the alley between Madison Ave and Jefferson Ave is complete.
- Alley paving will occur at a future date when the Phase 2 roadways are paved.
Phase 2
- Watermain replacement is complete on Monroe and Madison Aves.
- Water service installation will begin the week of 7/14.
Phase 3
- Removals of the existing curb and driveway ends on Adams Ave and Washington Ave are scheduled to begin on Monday, 7/14.

- Reclaiming the road pavement is scheduled for 7/9. Reclaiming is the process of grinding the existing asphalt into a gravel base.
