This 2025 construction project includes:
- Complete reconstruction of the roadway asphalt pavement,
- Full installation or replacement of concrete curb and gutter,
- Complete reconstruction of two alleys west of Madison Avenue,
- Complete replacement of the watermain and water services,
- Improvements to the sanitary sewer and storm sewer systems, and
- Proposed construction of multi-modal facilities along:
- Monroe Avenue (5' sidewalk)
- Belmore Lane (8' shared use path)
- Washington Avenue (8' shared use path)
- The project is funded by a combination of special assessments, property taxes, respective utility funds and the Pedestrian and Cyclist Safety (PACS) fund
- A preliminary assessment of $8,600 per Residential Equivalent Unit is proposed for the roadway improvements.
- An additional preliminary assessment amount of $1,300 per Residential Equivalent Unit is proposed for the gravel alley improvements for the properties bordering the alley between Washington and Adams Avenues.
- If unforeseen changes do not occur during construction, an assessment cost savings of up to 20% could occur.

Phase 1
- Landscaping replacement will continue the week of 9/15.
- Sod care
- The final layer of asphalt paving is scheduled for late October.
Phase 2
- The first layer of asphalt paving is scheduled for Monday, 9/15. Please have all vehicles off the street by 7am.
- Concrete sidewalk installation on Monroe Ave and Belmore Ln is scheduled for the week of 9/15.
Phase 3
- Water service installation on Jefferson Ave is complete.
- Sump line installation will continue into the week of 9/15.
- Watermain lining on Maloney Ave will continue into the week of 9/15.
Alleys west of Madison Avenue
- Alley paving will occur at a future date when the Phase 3 roadways are paved.
Tyler Court
- Watermain lining on Tyler Court will continue into the week of 9/15.

Share Fall Progress Update on Facebook Share Fall Progress Update on Twitter Share Fall Progress Update on Linkedin Email Fall Progress Update linkWhile progress has been made this construction season, and all the streets west of Harrison Avenue will be complete by the original November 15, 2025, completion date, it’s highly likely the streets east of Van Buren Avenue will not begin until spring 2026.
Several factors contributed to the extended timeline, including the pace of utility work, challenging soil conditions, and weather delays. Crews remain on-site and are committed to completing the remaining work as quickly as possible.
We understand that extending construction to 2026 is an inconvenience and sincerely appreciate the patience of residents in the project area. We will continue to share updates as milestones are reached and a new 2026 completion schedule is confirmed.

Phase 2
- Concrete curb and gutter installation is complete. “No Parking” signs have been posted on one side of the street. Residents may park vehicles in front of their homes starting Friday, 9/5 at 6pm through the weekend. Please have all vehicles moved by 7am on Monday, 9/8.
- Driveway access is expected to be restored by the end of the day Wednesday, 9/10.
- The first layer of asphalt paving is scheduled for the week of 9/15.
Phase 3
- Water service installation on Jefferson Ave will continue the week of 9/8.
- Watermain lining on Maloney Ave is scheduled to begin the week of 9/8.
Tyler Court
- Watermain lining on Tyler Court is scheduled to begin the week of 9/8.
- Temporary water is being setup on Tyler Court in preparation for watermain lining.

- To avoid extended driveway access closures around the Labor Day holiday, curb and gutter installation is tentatively rescheduled to begin the week of 9/2 (Weather dependent).
Phase 3
- Curb and driveway apron removals are complete.
- Temporary water line installation is scheduled to continue into the week of 8/25.
- The watermain subcontractor, Kusske Construction, will be reaching out to residents to set up temporary water service to homes.
- Anticipate short term water loss during this process.
- Installation of the new water main on Washington Ave is complete.
- Watermain installation on Jefferson Ave is scheduled to begin the week of 8/25

Phase 3
- Curb and driveway apron removals are complete.
- Temporary water line installation is scheduled to continue into the week of 8/18.
