This project, scheduled for construction in 2021, includes:

  • Complete reconstruction of the asphalt pavement,
  • Complete reconstruction of the concrete pavement with asphalt pavement,
  • Full installation or replacement of concrete curb and gutter,

  • Improvements to the sanitary sewer and storm sewer systems, and
  • Construction of a 5-foot concrete sidewalk along

    Phase 2:

    • The contractor began placing topsoil. Seeding and hydromulching is scheduled for the week of 9/13.
    • The irrigation contractor began repairing damaged irrigation systems. The irrigation contractor will be leaving contact information to discuss the repairs. Please continue to check your front door for this information.
    • The remaining concrete curb and gutter and concrete driveway work on Grove Street is scheduled for the week of 9/13.


    Phase 3:

    • Water service installations are complete.
    • Storm sewer and sump line installation are scheduled to be complete by 9/15.
    • Street excavation is in progress on Dale Ave and will continue throughout the phase. The excavation work is expected to last through 9/15.
    • Concrete curb and gutter installation will follow street excavation and is scheduled to begin the week of 9/13.


    Phase 4:

    • The watermain installation is scheduled to be complete on 9/2.
    • New water service installation is scheduled to begin the week of 9/7.
    • Following the water service installation, storm sewer work is scheduled to begin the week of 9/13.
    • Street excavation is scheduled to begin the week of 9/13 or 9/20. Removals and excavation related to the proposed sidewalk east of Code Ave is also schedule for this time frame.


    Phase 5:

    • The removal of the existing Hansen Rd timber retaining wall near the CP Railroad tracks is scheduled to be complete on 9/3.
    • Retaining wall installation will begin on 9/7, and is expected to take 3 weeks.
    • See the modified Hansen Rd traffic plan for the week of 9/7 here.


  • Road Closure & Construction Update - 8/26/2021

    All dates are weather dependent and subject to change.

    Hansen Road Closure (Phase 5):

    • Phase 5 is scheduled to begin on 8/30 with tree and other removals associated with the installation of a large modular block retaining wall on the west side of the 5700 block of Hansen Rd.
    • Both road and lane closures will occur beginning on Monday 8/30 for up to 10 weeks. The closures are required for the safe construction of the retaining wall and significant utility improvements. Traffic impacts include:
      • Hansen Road will be fully closed for both northbound and southbound traffic at the CP Railroad crossing.
      • Hansen Road will be closed to northbound traffic between Benton Ave and the CP Railroad crossing. One way southbound traffic will remain open.
      • Please follow the alternate route shown here.


    Phase 2:

    • The first layer of asphalt is scheduled for installation on Grove St, Bernard Pl, and Dale Ave on 8/27.
    • The contractor will continue preparing the boulevards for topsoil placement.
    • The irrigation contractor began making repairs to damaged irrigation systems. Please check your front door for time sensitive information. The irrigation contractor will be leaving contact information to discuss the repairs.
    • Topsoil placement is scheduled for the week of 8/30.


    Phase 3:

    • New water service installations are expected to be complete for by the end of the day 8/26.
    • Storm sewer and sump line installation is expected to be complete on 9/11.
    • Street Excavation is scheduled to begin on 8/26 for Dale Ave. The contractor will remove soils to a depth of 1 - 3 feet below the current road surface for the full width of the street to install the gravel base and confirm the soils are stable enough to support vehicular traffic. During this work, you can expect periodic loss of access to your driveways for up to an hour. If you need immediate access, please wave to one of the contractors to get their attention and they can accommodate.
    • Concrete curb and gutter installation is scheduled for Dale Ave and Bernard Pl starting 9/8.


    Phase 4:

    • The temporary watermain installation is complete. Following sanitizing of the temporary system, Kusske Construction will be contacting you with a knock on the door or a notification on your door to set up temporary water service. Access to your basement is necessary to finalize the water connection.
    • The watermain installation is scheduled to occur the week of 8/30.



  • Assessment Update

    The City Council formally approved the revised Assessment Policy on 7/21/21. The policy includes a 21.1% assessment reduction in year 1. Therefore, the revised estimated assessment amount for Melody Lake A & B, Birchcrest C and Grandview A is $13,571 per Residential Equivalent Unit.


    The cost of replacing poor soil under the proposed gravel base and installing public retaining walls has also been removed from the assessment amount. The year 1 reduction of 21.1% was the average for poor soil replacement and public retaining walls over the past 10-years of street reconstruction projects. The final assessment amount will be determined in fall 2022 after construction concludes and all project costs are summarized.

    Phase 1

    • The contractor will be reseeding areas with poor turf establishment towards the end of the week of 8/30.


    Phase 2

    • Code Ave, Tingdale Ave, and W 58th St will receive the first layer of asphalt on 8/20. The remaining streets are scheduled to have the first layer of asphalt installed the week of 8/23.
    • Concrete curb and driveway replacements are substantially complete. A few sections on Grove St near Dale Ave will be completed after the temporary above ground watermain is removed in Phase 3 .
    • The contractor will begin preparing the boulevards for topsoil placement, including removing debris and soils to a 6" depth, and any grading required to blend the boulevards into the curb.
    • The irrigation contractor will begin making repairs to damaged systems the week of 8/23. Check your front door for a notice from the irrigation contractor.
    • Topsoil placement is scheduled to begin the week of 8/30.
    • Seed and hydromulch applications will follow the topsoil placement.


    Phase 3

    • The new watermain installation is complete.
    • New water service installation work is ongoing and is scheduled to finish 8/27.
    • The storm sewer and sump drain installation is in progress and is expected to finish 9/3.
    • Street excavation is expected to begin the week of 8/23.
    • Concrete curb and gutter will follow street excavation, and a portion of Phase 3 curb is currently planned for late in the week of 8/30.


    Phase 4

    • Removals for the temporary above ground watermain are complete.
    • Crews will begin setting up the temporary above ground watermain the week of 8/23.
    • Watermain work will begin the week of 8/30 and is expected to be complete on 9/4.
  • Construction Update 8/13/2021

    Phase 1

    • Manhole castings and gate valves have been lifted to final grade.
    • Minor landscape repairs are still ongoing. Replacement plantings will occur later in the fall.


    Phase 2

    • Curb and gutter installation is scheduled to resume on 8/13 and 8/14. Concrete driveway replacements are scheduled to continue the week of 8/16.
    • The first layer of asphalt paving is scheduled for 8/20.
    • After the first layer of asphalt is installed, the boulevards will be excavated for topsoil installation and irrigation repairs will begin.


    Phase 3

    • Watermain installation is in progress and is scheduled to be complete on 8/20.
    • Water service replacements are in progress and are scheduled to last through the week of 8/23.
    • Storm Sewer and sump drain installation will begin the week of 8/23.


    Phase 4

    • Removals for the installation of temporary above ground watermain will begin the week of 8/16.

    Phase 1

    • The seeding and hydromulch application is complete. The contractor will be responsible for establishing the grass, including initial watering. However, residents are encouraged to assist during this period to help establish the turf more quickly. See the post titled “Tips for Growing Green Grass” or watch the video titled “Growing Green Grass”. Please note that any restrictions in place for watering should be observed.
    • Crews will begin raising manhole castings to their final height over the next few weeks.


    Phase 2

    • Concrete Curb and Gutter installation is ongoing and will continue through the week of 8/9.
    • Concrete driveway replacements are in progress. Please note that you will lose access for up to 5 days while the concrete cures.
    • Street Excavation is scheduled to be complete on 8/6.
    • The first layer of asphalt is scheduled to be installed late in the week of 8/9.


    Phase 3

    • Watermain installation began. Due to the geometry of Melody Ln, Melody Lake Dr, and Code, residents may lose driveway access while the new watermain is installed. Check your front door daily for time sensitive notices.
    • Water service replacements are scheduled to begin on Dale Ave on 8/9.


    Phase 4

    • Removals for the temporary watermain are expected to start the week of 8/16 west of Code Avenue.
  • Tips for Growing Green Grass

    The turf contractor has applied topsoil, seed and fertilizer to disturbed areas. Tips to help grass grow can be found in this video and briefly summarized below.

    • Water - While the contractor is responsible to establish the turf for 90 days, your assistance during this period will help establish the turf more quickly. It is just as important to not over-water the new seed as it is to water the seed. The mulch bed should be moist but not over watered. Continue to water even after grass looks established.
    • Fertilize - A commercial fertilizer is applied with the hydroseed. Additional fertilizer and herbicides are not recommended during the initial year of seeding as they can have damaging effects on grass sprouts.
    • Mowing - Do not mow new grass until it is 6" high. When grass reaches this height, mow at the highest setting. Cut with this setting for the first few months, even after grass looks established. Do not collect clippings as they help feed the soil while grass develops. Please pass along the mowing recommendations to your lawn care service if you have one.
    • Weeding - The contractor is responsible for establishing turf free of weeds. During the initial establishment period, weeding is the responsibility of the contractor, not the residents.
    • Preventing Future Weeds - Weeds will likely appear with new grass. Properly watered, mowed and fertilized grass will prevent weeds from gaining a stronghold.

    Turf establishment takes time. The City will continue to review the turf in the project area this summer to ensure proper growth.

    Phase 1

    • Seeding and hydromulch is scheduled to begin on 7/30. Stay tuned for a separate posting with tips to help grow green grass.
    • Landscape repairs including mulching and landscape edging continue. Plantings and tree replacements will installed at a later date.


    Phase 2

    • Concrete Curb and Gutter and driveway installation will begin late during the week of 8/2. Look for a notice on your door with recommended parking locations during this work.
    • Storm sewer and sump line installation are scheduled to finish this week.
    • Street excavation continues and is expected to finish on 8/6.


    Phase 3

    • The temporary above ground watermain is installed and sanitized. Temporary water service connections are ongoing by Kusske Construction and are expected to be complete on 7/30.
    • Watermain installation will begin on 7/30. You can expect periodic loss of access to your driveways for up to an hour during this work. If you need immediate access, please notify one of the onsite contractors and they can accommodate. Check your front door daily for time sensitive notices.

    The City Council formally approved the revised Assessment Policy on 7/21/21.

    In April 2021 the City Council voted to remove from special assessments the cost of replacing poor soil under the proposed gravel base and installing public retaining walls for the 2021 construction projects. If you recall it went down from $24,200 in December 2020 to $17,200 in April.

    We’re hoping the $17,200 pending assessment per Residential Equivalent Unit goes down a little more based on actual construction this summer but we won’t know until next year when we review the final amounts.

    Benton Avenue Road Closure - Tuesday 7/27

    • Benton Avenue will be closed between Dale Ave and Bernard Pl on 7/27 for storm sewer and watermain work. Please see the posted detour route here. A 1 day closure is anticipated.

    Phase 1

    Topsoil installation is ongoing and is scheduled to be complete on 7/24.

    • Seeding and hydromulch is scheduled to begin on 7/28, but may be delayed until hot temperatures subside.
    • Minor landscaping items such as mulch and edging will occur as topsoil is installed.

    Phase 2

    • Sump line and storm sewer installation is in progress and is scheduled to be complete the week of 7/26.
    • Roadway excavation began on 7/19. The contractor will remove soils to a depth of 1 - 3 feet below the current road surface for the full width of the street to install the gravel base and confirm the soils are stable enough to support vehicular traffic. During this work, you can expect periodic loss of access to your driveways for up to an hour.
