This project is scheduled for construction in 2023. The work typically includes:

  • Complete reconstruction of the asphalt pavement,
  • Full replacement of concrete curb and gutter is anticipated,
  • Complete replacement of watermain and water services is anticipated,
  • Replacement of fire hydrants and watermain gate valves,
  • Improvements to the sanitary sewer and storm sewer systems, and
  • Construction of concrete sidewalks along Kipling Avenue (west side), Monterey Avenue (west side), Inglewood Avenue (south / east side), West 40th Street (south side) as well as Lynn Avenue (east side) and Grimes Avenue where gaps in the sidewalk network exist on the east side.
  • A preliminary assessment amount of $13,800 per Residential Equivalent Unit was approved by the Council at the December 2022 public hearing. This $13,800 per REU amount has been recorded with Hennepin County as pending assessments for all impacted properties. Favorable bids were received. If unforeseen changes do not occur during construction, an assessment cost savings of up to 30% could occur.

    Phase 1: Grimes Ave and Inglewood Ave

    • Storm sewer improvements to be completed by 7/14.
    • Sump drain installation will continue following the completion of storm sewer improvements.
    • Roadway excavation and gravel installation is scheduled to begin the week of 7/17.
    • Excavation to replace poor soils with stable soils under the roadway and gravel is expected to be significant on the south half of Phase 1. Check your front door daily for temporary loss of driveway access.

    Phase 2: Monterey Ave and Lynn Ave

    • Removal of concrete curb and gutter and driveway aprons will continue into week of 7/17.
    • Please recall the watermain and water Services will not be replaced along the north half of Monterey Avenue. The main and services are owned by the City of St. Louis Park.
    • Temporary water setup will begin 7/14 or early the week of 7/17 for homes on the north half of Lynn Avenue.
    • Following temporary water setup, the utility subcontractor, Kusske Construction, will be reaching out to residents to set up temporary water service. They will need access to the home to finalize the transition to the temporary watermain.
    • The south half of Lynn Ave and all of Monterey Ave will not be placed on temporary water service. However, properties in this area will experience short term shut offs ranging from 4-8 hours. Check your front door daily for date and duration of shut off.
    • Water main improvements will begin the week of 7/17.
    • Storm sewer and sump drain installation will follow water main improvements.
    • Check your front door daily for temporary loss of driveway access.

    Please see the following updates relating to CenterPoint Energy's gas main and service replacement project.

    1. CenterPoint Energy’s contractor, Michels Corporation, is scheduled to begin gas main and service replacements on May 3.
    2. CenterPoint Energy's work is not part of the City's Morningside C Neighborhood Roadway Reconstruction contract.
    3. This work is occurring to replace old steel gas main and services prior to the City’s roadway and utility reconstruction project.
    4. Gas main and service work will NOT occur on West 40th Street, Inglewood Avenue, the north half of Grimes Avenue or the north half of Kipling Avenue.
    5. City staff will only be onsite for this work periodically to ensure the gas main is not placed in the way of our future infrastructure.

    The contractor estimates beginning utility work in June in the Morningside C work north of W. 42nd Street. The contractor plans to complete the utility work in the Morningside D/E project area south of W. 42nd Street before beginning work in the Morningside C area.

    Consider upgrading your service pipes and connecting your sump pump to the City’s storm sewer system

    Service Pipes

    Now may be the time to upgrade your sanitary sewer and water service pipes. Homeowners are responsible for the sanitary sewer pipe from the main in the road to the house and the water service pipe from the water shut-off valve to the house. Upgrading private service pipes is not required as part of the project; however, the age and condition of the City-owned utilities suggests that your service pipes may be nearing the end of their useful life.     Sump Drain Connection

    Sump drain pipes will be installed behind the new curbs where feasible. If you have a sump pump that discharges into the street or the boulevard, we encourage you to connect it to the new sump drain pipe after it is installed.
